On April 29, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting with ministries and branches to review preparations for trade negotiations with the US side.
This is the 6th Prime Minister's meeting on the implementation of conclusions and instructions of the Central Committee, the Politburo, and General Secretary To Lam on adapting to the new US tariff policy.
After listening to opinions and concluding the meeting, Prime Minister Pham Minh Chinh said that Vietnam has recently implemented synchronously and actively solutions; ministries and branches have stepped in with the highest responsibility.
The results so far have been positive, but there are still many complications, so agencies must closely follow, grasp the situation and developments, respond urgently, quickly, promptly, effectively, feasibly, appropriately; proactively resolve issues according to their authority.
Vietnamese agencies have been very active in handling issues related to the origin of goods, non-taxation, intellectual property, copyright, and reduction of administrative procedures.

The Prime Minister directed ministries and branches to be very proactive in working with the US side, clearly explaining the issues that the other side is interested in that we have been doing.
The Prime Minister requested urgent negotiations to sign in May 2025 contracts for the purchase and import of goods from the US such as LNG, aircraft, medicine, medical supplies, agricultural products, etc. to ensure sustainable trade balance.
The Prime Minister stated that negotiations must be in a calm, steadfast but very flexible spirit, not ashamed, not hasty, must ensure sovereignty, national security, national interests, and ensure Vietnam's international commitments, not affecting others for one thing, "harmonious benefits, shared risks".
Agencies discuss with the US side so that the two sides can reduce import tax rates for each other's imported goods to low and commensurate levels.
At the same time, it is recommended that the US soon recognize Vietnam as a market economy and remove restrictions on high-tech exports, contributing to trade balance, technology transfer, demonstrating the responsibility of the US in the spirit of supporting Vietnam in independence, strength, self-reliance and prosperity.
Vietnam will continue to amend the legal basis to meet the interests of the US side on the basis of ensuring sovereignty, ensuring international commitments and in accordance with the laws of both sides.
The Prime Minister said that we have recently focused on amending many laws. At the upcoming 9th Session, the Government will submit to the National Assembly to amend many laws related to intellectual property, copyright protection, intellectual property protection, administrative procedure reduction... to suit the practical situation.
The Prime Minister said that Vietnam is also closely coordinating with ASEAN and countries in the region to conduct negotiations, ensuring harmony of interests, ensuring sustainable trade balance between the two sides and commensurate with the ASEAN-US Comprehensive Strategic Partnership.
The Prime Minister requested each relevant ministry and sector to develop a specific plan, the Ministry of Industry and Trade to gather and complete the negotiation plans tomorrow (April 30).
