The Ministry of Home Affairs has just issued Official Letter 5034 to agencies and units related to the implementation of the National Database on cadres, civil servants and public employees according to the 2-level local government model.
To ensure maintaining the "right - enough - clean - living - unified - common" operation, the Ministry of Home Affairs requests that sectors, ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally run cities review, evaluate the current situation and select software and databases.
Ministries, branches and localities shall review and evaluate the software and databases for managing cadres, civil servants and public employees of agencies before the merger and consolidation to choose the unified use of a system and software after the merger and consolidation to meet the requirements on functions, features and technical standards that have been instructed by the Ministry of Home Affairs in Decision No. 356 and Official Dispatch No. 2325.
The selection results will be notified to the Ministry of Home Affairs as a basis for coordination and implementation according to the appropriate scenario, with completion time before July 20.
In addition, ministries, branches and localities also reviewed the management of the course connected to the National Database of cadres and civil servants that has been provided by the Ministry of Home Affairs, and reported information on the contact units of the course administration cadres.
The Ministry of Home Affairs will carry out the work of canceling connection courses of software and databases that are no longer in use, activating connection courses for software and databases that are selected for official use and notifying the administrative units of ministries, branches and localities before July 20.
In addition, the Ministry requires the implementation of upgrading and adjusting software and databases to meet the new organizational model and local government at 2 levels and integrating with unified organization tree synchronous API's and API's dossier data of the National Database on cadres, civil servants and public employees.
For ministries, branches and localities that were previously merged from many units, the Ministry recommends referring to specific data transfer scenarios between the software of one or more suppliers to speed up implementation.
The Ministry also requested ministries, branches and localities to implement the work of updating and adjusting data on cadres, civil servants and public employees of their units according to new information on the working unit, position titles, dia hinh... according to the new unit tree, to be completed before August 15.
According to the document, after completing the conversion and updating of data, ministries, branches and localities must sign the documents of cadres, civil servants and public employees and notify the Ministry of Home Affairs of a synchronous schedule to the National Database for the Ministry of Home Affairs to carry out the work of preparing for new data warehouses and updating new organizational units of ministries, branches and localities. The time for notifying the proposed implementation is before August 30.
