Deputy Prime Minister Tran Hong Ha has just signed Directive 05/CT-TTg of the Prime Minister on urgently focusing resources to accelerate the progress of surveying and mapping cadastral records; land registration; establishing cadastral records and building a national database on land.
According to the directive, the progress of surveying and mapping cadastral maps, cadastral records, building and completing the national database on land is still slow, not fully assessed, statistically analyzed, inventoried, quantified, and accounted for in the economy; slow to put into operation to serve state management and resolve administrative procedures on land for people and businesses.
At the same time, it has not met the requirements of serving administrative reform, digital transformation in the land sector, creating a foundation for the development of e-government, towards digital government, digital economy and digital society in the new situation.
To complete the measurement, statistics, digitization, and cleaning of the land data system nationwide, the Prime Minister requests:
The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Public Security, ministries and sectors to direct localities to continue to complete the remaining tasks in the campaign to enrich and clean up the national land database; to be completed in March 2026.
Urge localities to urgently focus resources, accelerate the progress of surveying and mapping cadastral maps and cadastral records; build and complete land databases in localities; at the same time, immediately put the results into management, operation, exploitation, synchronization, and integration into the national land database; complete in December 2026.
Build and update regional and national land data and other land data managed by the central government; coordinate with the Ministry of Public Security and localities to verify information of land users and property owners in the national land database and the national population database.
Synchronize, connect, and share the national database on land with the National Data Center, information systems, and databases of ministries and sectors; review and deploy online public services in the field of land; complete in June 2026.
Restructure the process, review the components of dossiers, use information and documents in the land database to cut down, do not require people and businesses to present, submit, and re-declare information and documents that have been digitized; complete in March 2026.
The Ministry of Public Security continues to closely coordinate with the Ministry of Agriculture and Environment, ministries and sectors to direct localities to accelerate the progress of surveying and mapping cadastral maps, preparing cadastral records; building and completing the national land database; completing in December 2026.
Coordinate with the Ministry of Agriculture and Environment to clean up and synchronize the national land database with the National Data Center and the National Population Database; complete in March 2026.
Coordinate with the Ministry of Agriculture and Environment to restructure the process to cut back, not requiring people to attach papers when land data has been digitized to serve the simplification of administrative procedures on residence on the spirit of which commune or ward has been completed and put into use immediately; complete in March 2026.
Review and evaluate security, safety, information security, data of the information system, national land database at all levels to serve connection; complete in June 2026.
