Implementing this policy, many localities are currently continuing to review, arrange, and reorganize public non-business units directly under the Provincial People's Committee and departments.
In Dong Nai, the Provincial People's Committee has issued plan No. 40/KH-UBND issued on January 29, 2026 on arranging public non-business units and state-owned enterprises in the area, which includes a plan to arrange medical non-business units.
According to the plan, maintain the operating model of current hospitals. Continue to review and consolidate the organizational structure and personnel inside to ensure improving the quality of medical examination and treatment, forming specialized hospitals and strengthening resources for the Geriatric Department to better serve the elderly.
Maintain Binh Phuoc Traditional Medicine Hospital. Promote the autonomy mechanism of Dong Nai Traditional Medicine Hospital into a self-sufficient regular expenditure unit (group 2) according to the roadmap.
Maintain and promote the autonomy mechanism of the Medical Examination Center. Review, streamline, and reorganize the Health Center to strengthen resources for the Health Station; transfer the preventive work of the Health Center to the Health Station in its original state.
In Dak Lak province, this locality continues to review, arrange, and reorganize public non-business units directly under the Provincial People's Committee, and Departments (except the Department of Education and Training, Department of Health) only maintain 1 public non-business unit performing the function of serving state management.
The remaining non-business units will self-ensure regular and higher expenses according to the roadmap and guidance of competent authorities; implement the arrangement and streamlining of focal points within non-business units directly under the Provincial People's Committee and non-business units under departments, agencies, branches, agencies, and provincial-level units.
Dak Lak province resolutely restructures or dissolves ineffective provincial-level public non-business units, ensuring improving the quality of basic and essential public services associated with restructuring, reducing public employees receiving salaries from the state budget; promoting the socialization of non-business units in places with sufficient conditions.
