Resolving policies for people who quit their jobs due to village and residential group arrangement

Ninh Binh - Non-specialized workers who quit their jobs due to village and residential group arrangements in Ninh Binh will be reviewed and have their benefits resolved according to regulations.

Ninh Binh Provincial People's Committee requests that before July 17, 2026, communes and wards must complete the review, synthesis, and completion of dossiers of non-specialized workers in villages and residential groups who are directly affected by the arrangement of villages and residential groups that are eligible to propose policy solutions in accordance with the provisions of Decree No. 154/2025/ND-CP and the list of cases of resignation due to local authorities proactively restructuring and consolidating staff but not subject to the application of Decree No. 154/2025/ND-CP.

Ninh Binh Provincial People's Committee assigned the Department of Home Affairs to guide and urge communes and wards to review and prepare dossiers requesting policy settlement for the right subjects, conditions and prescribed procedures.

The Department of Home Affairs is responsible for presiding over and coordinating with relevant agencies and units to appraise dossiers and submit them to the Provincial People's Committee for consideration and decision on the implementation of regimes for non-specialized workers who quit their jobs due to the arrangement and reorganization of villages and residential groups.

Notably, the Provincial People's Committee requested the Department of Home Affairs to study and advise competent authorities to consider issuing support policies from the local budget for cases of resignation due to communes and wards proactively restructuring and consolidating staff but not within the scope of application of Decree No. 154/2025/ND-CP.
