Report on the socio -economic situation in the first months of 2025, the Prime Minister Pham Minh Chinh said that the arrangement and organizational structure has been drastically implemented by all levels, branches and localities, implementing methodically and scientifically, closely following the instructions of the Central Government, the Politburo, the Government and the Prime Minister; Ensuring the progress, requiring arrangement, streamlining the apparatus, promoting the initiative, "running and queuing", constantly listening to opinions and timely adjustments to suit the people.
The Government has accelerated the process of institutional reform, perfecting the organization and arrangement of the Government with 14 ministries and 3 ministerial-level agencies and issuing the Decree groups to define the functions, tasks, powers and organizational structure of ministries, departments and branches after the merger, according to Resolution No. 18-NQ/TW of the Central Government and Conclusion No. 126-KL/TW of the Politburo, the Revolution of the Party, the State.
At the same time, the Politburo has submitted to the Scheme of arranging and reorganizing administrative units at all levels and building a two-level local government, according to the Conclusion No. 127-KL/TW of the Politburo, the Secretariat on research and proposal to continue organizing the organizational structure of the political system.
Regarding the direction and key tasks in the coming time, the Prime Minister emphasized that it is necessary to widely reform the state management, complete the organizational model of the political system with the spirit of "not half -hearted, work to the end, do thoroughly", organize the people's opinion on the amendment and supplement of some articles of the Constitution in 2013.
The Prime Minister set a goal of completing the review, amendment or promulgation of new legal documents and guidelines for merging provincial-level administrative units and building a model of organizing local government at two levels before June 30, 2025.
The reform needs to ensure smooth and continuous operation, not creating legal gaps, and not causing disruption to the operations of people and businesses. Strongly innovate leadership, direction, management methods, working style, and working style towards science, professionalism, and modernity with the motto "S streamlined apparatus, connected data, smart governance".
"Most importantly, we are shifting from passive solving of people's administrative problems to a positive state, proactively serving the people and aiming to strengthen the grassroots" - the Prime Minister said.
The Prime Minister also requested to do a good job of political, ideological, regimes and policies for affected and affected cadres; arrange cadres to be fair and objective in the spirit of "from selecting people", retain capable cadres, not to let "gray blood bleed", not to let complicated internal problems arise.
At the same time, strengthen discipline and administrative discipline; research and propose policies to attract talent to work in agencies, units and special policies for cadres and civil servants with excellent achievements in work; at the same time, have a mechanism to remove from the apparatus those who do not have the capacity and qualities; further specify the policy of encouraging and protecting cadres who dare to think and dare to do.
