The 9th session of the 15th National Assembly officially opened on the morning of May 5. Attending the opening session were General Secretary To Lam; Politburo members: President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man; leaders and former leaders of the Party, State, and Vietnam Fatherland Front; National Assembly deputies.
In his opening speech, National Assembly Chairman Tran Thanh Man emphasized that the 9th Session is of special significance to our people and country.

According to the National Assembly Chairman, the laws and resolutions passed at the 9th Extraordinary Session have been effectively serving the revolution of streamlining the apparatus of the political system.
Thereby promptly removing difficulties and obstacles in institutions, creating breakthroughs for development, promoting all resources, creating new development space for the locality and the whole country in accordance with the Party's policy.
Many cadres and party members have voluntarily sacrificed their personal rights for the common development of their agencies and units, for the development of the country.
The Chairman of the National Assembly stated that the 9th session will consider and approve the Resolution amending and supplementing a number of articles of the 2013 Constitution. This is a strategic task both politically and legal, in order to promptly institutionalize major guidelines of the Party, especially in terms of organizing the state apparatus in the direction of "streamlining, effect, efficiency, close to the people, close to reality".

To carry out this task, the National Assembly will establish a Committee for the Draft amending and supplementing the 2013 Constitution with many innovations in the implementation method and process.
In particular, it will organize a public consultation, as a basis for the Draft Committee for amending and supplementing the Constitution to study, absorb and revise the draft Resolution amending and supplementing a number of articles of the 2013 Constitution, submit to the National Assembly for consideration and approval before June 30, 2025 for timely announcement and effective from July 1, 2025.
Along with the task of drafting the constitution, the National Assembly will also consider and approve 34 draft laws, 11 draft resolutions and comment on 6 other draft laws.

At this session, the National Assembly will consider, discuss and decide on many issues of strategic significance for socio-economic development, ensuring national defense, security and international integration.
The National Assembly will also consider and approve the Resolution on the merger of the provincial administrative unit; establishing a National Election Council; decision to shorten the term of the XV National Assembly and People's Councils at all levels for the term 2021-2026; decide on the election day of the XVI National Assembly and People's Council deputies at all levels for the term 2026-2031.
During the session, the National Assembly Standing Committee will review and approve resolutions on rearranging and reorganizing commune-level administrative units and many other important tasks.
With the above contents, the 9th Session is a session of historical significance, making institutional breakthroughs to enter an era of modernization, digitalization, greening and sustainable development.
The National Assembly Chairman suggested that National Assembly deputies focus highly, continue to promote intelligence, courage, uphold the spirit of responsibility, innovation, discuss deeply, make wise decisions, and actively contribute to the session's best results.
