On March 13, the Legal Department of the Ministry of National Defense organized a conference to summarize the work of the military legal sector in 2025 and deploy tasks for 2026.
The conference assessed that in 2025, the Legal Department of the Army has thoroughly grasped the Directives and Resolutions of superiors, well performed the function of advising the Central Military Commission, the Minister of National Defense; Party committees, commanders of agencies and units on building and perfecting institutions and laws on military affairs, national defense, and cryptography; Advising the Minister of National Defense on state management in the field of military affairs, national defense, and cryptography by law.
Legal officers of agencies and units throughout the army have seriously and qualitatively implemented tasks and aspects of legal work according to regulations. In which, there has been much progress in law-making work, improving the effectiveness of law enforcement, especially in presiding over advising on building and perfecting laws on local governments at 2 levels and adjusting the organizational structure of the Army.
The quality of research, appraisal, verification, and review of documents is increasingly improved, ensuring strict content and legality, in accordance with regulations, reflecting the Party's viewpoints and guidelines, constitutionality, legality and unity in the current legal system, in accordance with the socio-economic situation of the country, and the management and command requirements of the Army.
The Legal Department of the Army has chaired, coordinated, and urged agencies and units to implement the National Defense Ministry's Program on building legal normative documents on schedule. To date, 3 draft laws have been promulgated; 1 Ordinance; 37 Decrees of the Government, 11 Decisions of the Prime Minister, 145 circulars of the Minister of National Defense. Legal documents have been built and promulgated in a timely manner, creating an important legal corridor to improve the effectiveness and efficiency of state management of military and national defense.
Speaking to direct at the conference, Senior Lieutenant General Nguyen Van Gau - Member of the Party Central Committee, Deputy Minister of National Defense - praised the achieved results, requesting that in the coming time, the Legal Department of the Army continue to thoroughly grasp documents at all levels; Focus on researching guidelines and viewpoints on national defense, military, national defense, sea and islands, national borders...
Clearly identify the content and areas that need to be institutionalized into law, promptly propose to the Central Military Commission and the Ministry of National Defense to amend, supplement, and promulgate new legal normative documents, creating a legal corridor and specific mechanisms and policies to meet the requirements of adjusting the Army organization and the task of building and protecting the Fatherland.
With the Legal Department, Senior Lieutenant General Nguyen Van Gau requested to continue to study, chair the development and actively advise the Ministry of National Defense to participate in giving opinions on draft Laws, Ordinances and Decrees; study and advise on consolidating the Legal sector throughout the army according to the new organization and staffing of the Army, ensuring streamlining, compactness, and strength; build a team of legal officers "both red and specialized", successfully completing all assigned tasks.
