The issue of innovating the organization and operation of the National Assembly to ensure effective and efficient operations, improve quality, and fulfill the duties and powers of National Assembly deputies is extremely important, and is a key factor in removing bottlenecks in the new era - the era of national growth.

Perfecting institutional synchronization

Innovation - proactiveness - companionship is not only a message but has been implemented in a drastic, systematic and effective manner during the term of the 15th National Assembly. In particular, the implementation of one of the three strategic breakthroughs proposed by the 13th National Party Congress is the synchronous completion of institutions. Our Party identifies institutional breakthroughs, focusing on legal breakthroughs as strategic breakthroughs. Based on its functions and tasks, the National Assembly has proactively led the implementation of legislative power and controlled the legislative process.

In recent times, the National Assembly has taken steps in the right direction, improving the quality and efficiency of its operations, strongly promoting democracy and the rule of law, fully implementing the people's right to mastery, and always keeping abreast of all developments in practice.

This is clearly shown in the summary report of the National Assembly's petition work in October and November 2024. Accordingly, voters and people are interested in and appreciate the activities of the National Assembly, which are increasingly innovative, democratic, responsible, highly constructive, and closely following real life.

The 15th National Assembly has consistently maintained the spirit of proactive legislation, development creation, and the establishment of a legal framework to successfully carry out socio-economic development tasks for the 2021-2025 period as well as create a foundation for the country's rapid and sustainable development.

Politburo member and National Assembly Chairman Tran Thanh Man affirmed that the National Assembly always accompanies the Government to innovate law-making work to build a professional legal system, in the spirit of "determination, resoluteness, and determination to do".

At the recent 8th Session alone, the National Assembly passed 18 laws and 21 Resolutions, including 04 Resolutions on legal norms in the spirit of strong innovation in thinking in legislative work towards both ensuring state management requirements and encouraging creativity, liberating all productive forces, and unlocking all resources for development.

In his closing speech at the 8th Session of the 15th National Assembly, National Assembly Chairman Tran Thanh Man affirmed: "To continue to strongly innovate legislative work, closely link law-making work with law enforcement, considering this an important factor to prevent and combat corruption, waste and negativity; the National Assembly requests the Government, agencies of the National Assembly, the Supreme People's Court, the Supreme People's Procuracy, the State Audit and relevant agencies to focus on directing, thoroughly grasping and promptly issuing detailed regulations and effectively implementing the laws and resolutions just passed by the National Assembly; at the same time, regularly review and evaluate the effectiveness and quality of policies after promulgation to promptly adjust, supplement and amend; proactively, actively and urgently build a legal corridor for new issues and new trends, creating breakthroughs in national development".

Innovation for the benefit of the people

With its innovative, proactive and highly effective approach, the 15th National Assembly has clearly demonstrated its role in implementing the strategic breakthroughs set forth by our Party in institutional improvement. Actual operations show that the National Assembly not only strives to become a professional National Assembly, promoting democracy and increasing the rule of law, but also must be very flexible, closely following the practical situation of the country, and sharing the aspirations of the people and businesses.

With the motto "People trust, the National Assembly must work with all its might" as National Assembly Chairman Tran Thanh Man once emphasized and despite thoroughly "ensuring quality, not chasing quantity", the 15th National Assembly still set an unprecedented "record" in legislative activities, creating the most favorable conditions in terms of institutions, policies and resources, to effectively implement the goals of national development and international integration.

Associate Professor, Dr. Bui Thi An - Member of the 13th National Assembly, acknowledged that the speed of law-making by the National Assembly in the renovation process has increased rapidly; quality and content have been ensured, gradually meeting the requirements of building an independent and self-reliant economy, effectively contributing to the realization of the goal of "Rich people, strong country, democracy, fairness, civilization". At each session, the National Assembly spends a lot of time reviewing and discussing reports of the Government, the Supreme People's Court, and the Supreme People's Procuracy in the performance of their functions and tasks according to the law; strengthening thematic supervision, focusing on pressing issues of life that voters are interested in; improving the effectiveness of questioning and answering questions, creating an open and democratic atmosphere in the activities of the National Assembly.

Entering 2025, National Assembly Chairman Tran Thanh Man affirmed that this is a very important year in successfully implementing the tasks of the 2021-2026 term; in the spirit of the Resolution of the 10th Central Party Conference, 13th tenure, including the urgent requirement of the work of arranging and streamlining the apparatus of the political system, meeting the requirements and tasks of the country in the new period; the important speech of General Secretary To Lam at the opening session of the Session as well as the recent directions of the General Secretary on the work of preventing corruption, waste and negativity; The National Assembly, the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the National Assembly Office, and the agencies under the 15th National Assembly Standing Committee will continue to strongly innovate, urgently arrange and consolidate the "lean, compact, strong" organizational apparatus, improve the effectiveness and efficiency of operations, associated with restructuring the contingent of qualified and capable officials on par with the tasks; Accompanying the Government, agencies and organizations in the political system, striving to achieve the highest socio-economic development goals in 2025, contributing to the successful implementation of the Resolution of the 13th National Party Congress, best preparing for Party Congresses at all levels, towards the 14th National Party Congress, creating the best premise for the strong innovation and development of the nation in the new era.
