On the morning of November 20, speaking about the draft Law on Teachers, delegate Tran Van Tuan (Bac Giang Delegation) said that in the process of drafting this law, attention should be paid to building a democratic and disciplined environment so that teachers can be dedicated and confident in their profession.
The delegate said that there is currently a lack of specific regulations on the relationship between teachers, students and parents, and the legal system does not have clear regulations on the rights and obligations of the subjects in this relationship.
Teachers today have difficulty in implementing disciplinary measures against students. Many teachers feel that students and parents have too much power, while teachers' power is only a formality.
According to delegates, when strict measures need to be taken, teachers are also concerned about negative reactions from public opinion, even denunciations and complaints from students' families.
Therefore, some teachers tend to work inactively, not fully utilizing their abilities, intelligence and enthusiasm. The reason is due to increasing work pressure, feeling of lack of autonomy and lack of respect and cooperation from students and parents, leading to a state of depression, wanting to change careers or retire early.
Therefore, delegates suggested that it is necessary to add more policies to create a democratic and disciplined educational environment so that teachers can fully develop their qualities, abilities, intelligence and passion for the profession.
Delegates said that the rights and obligations of subjects need to be established and supplemented with more specific regulations, creating a legal basis to strictly handle violations.
Delegate Nguyen Van Manh (Vinh Phuc Delegation) commented on what should not be done. The delegate suggested adding the content of insulting the honor, dignity, and violating the body of teachers before point a, clause 3, Article 11 to ensure that teachers are protected and help teachers feel truly secure in their profession, feel secure in their work, and contribute to the cause of education.
At the same time, add a content of refusing to accept and educate students, except in cases where the law provides, to avoid this situation from happening and have a basis for handling violations against teachers when refusing to accept and educate special students.
Delegate Tran Thi Thanh Huong (An Giang Delegation) said that the appointment of teachers to management positions in educational institutions must be based on standards of teachers' capacity, reputation and other provisions of law.
Teachers appointed to hold management positions in educational institutions, if they teach according to regulations and standards, will enjoy the policies and regimes of teachers and managers.
However, recent reality shows that there are still many teachers who do not want to hold management positions in educational institutions due to work pressure and inappropriate policies and regimes.
If teachers are considered special civil servants, they need attention and research; there should be appropriate policies and regimes to encourage talented and dedicated teachers to have more motivation to strive.
