On the morning of November 20, the National Assembly discussed in the hall the draft Law on Teachers.
Delegate Duong Khac Mai (Dak Nong Delegation) said that Point a, Clause 5, Article 21 on preserving policies and regimes in teacher mobilization stipulates: In case of teacher mobilization between public educational institutions, if the policies and regimes in the old working position are higher than the policies and regimes in the new working position, the policies and regimes of the old working position shall be preserved for a maximum period of 36 months.
Delegates proposed considering retaining the regime and policies of the old job position for a maximum period of 36 months, because it needs to be similar to the policy on cadres, civil servants and public employees.
Teachers have received many preferential policies under the current draft law. Therefore, delegates proposed to reserve the regime and policies for a period of 6 months or more, but not a maximum of 36 months.
Some regulations on policy reservations for current cadres, civil servants and public employees are stipulated by the Government's Decree. Therefore, to be consistent, ensure consistency in regulations, and ensure that regulations under the authority of the Government, ministries and branches are not legalized, delegates proposed that the Government specify this content in detail.
Regarding salary and allowance policies for teachers, delegates highly agreed that teachers' salaries are ranked highest in the administrative and career salary scale system.
"This regulation will remove difficulties for teachers and the specific nature of the profession," the delegate emphasized.
Delegates suggested that the highest salary in the salary scale must go hand in hand with the quality of teachers. Because the importance and decisive role of the teacher system in improving the quality of education has a decisive meaning for the development of high-quality human resources, human development to meet the requirements of industrialization, modernization, and international integration.
According to the delegate, in the recent past, the vast majority of teachers have very good qualifications, moral capacity, and qualities, but there are still some teachers, including management staff, who violate professional ethics, causing sad stories to happen that must be dealt with.
Therefore, the delegate emphasized that along with implementing specific salary policies, during the law enforcement process, there must be regulations to improve the quality of the teaching staff.
Debating the content of teacher mobilization in public educational institutions, delegate Do Huy Khanh (Dong Nai Delegation) hopes that in these cases, teachers' seniority allowances must be maintained.
According to the delegate, we are attracting talent and when we transfer these people to professional agencies to work as managers, they are often very good teachers working in schools.
"When we have not yet built a job position to match the position of a professional agency, we must protect them and attract them to work.
Because in reality, the allowance of managers or teachers working in the professional department of the Department of Education or the Department of Education is only 25% of the position allowance. Meanwhile, they will lose 30-35% of their teaching allowance and also lose their seniority allowance," the delegate cited.
The delegate gave an example of a good teacher whose salary at school is 10 million VND, but when he returns to work, his salary is only 7 million VND. And behind those teachers are their families, who have to take care of them, while their salary is even lower.
So the good teachers don't come back, and if they don't come back, we can't get good people. Meanwhile, we can't recruit a new student to do that job.
