National conference to thoroughly grasp and implement Resolution No. 06-NQ/TW on deploying the foreign policy of the 14th Party Congress

On June 11, 2026, in Hanoi, the Politburo and the Secretariat of the Party Central Committee organized a national conference to study, study, thoroughly grasp and implement Resolution No. 06-NQ/TW dated May 19, 2026 of the Politburo on deploying the foreign policy guidelines of the 14th Party Congress.

The conference was held in a direct format at Dien Hong Hall, National Assembly House. General Secretary and President To Lam attended and delivered directing speeches at the Conference. Also attending the Conference were Prime Minister Le Minh Hung, National Assembly Chairman Tran Thanh Man, Standing Secretary of the Secretariat Tran Cam Tu, senior Party and State leaders, Politburo members, Secretariat members, members of the Party Central Committee and 800 delegates who are leaders of departments, ministries, branches, Vietnam Fatherland Front, central organizations, representatives of many localities, agencies, and units in the political system.

On behalf of the Party Committee of the Ministry of Foreign Affairs, Comrade Le Hoai Trung, Member of the Politburo, Secretary of the Party Committee, Minister of Foreign Affairs, presented the main contents of the Resolution and a number of groups of tasks to implement the Action Program to implement the Resolution. On the basis of continuing the foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development; implementing multilateralization and diversification of international relations; proactively and actively integrating internationally; being a reliable friend, partner and responsible member of the international community, Resolution 06 sets out the goal of foreign affairs development in the new era commensurate with the historical, cultural and position of the country. The Resolution clearly states the guiding viewpoints that are ideologically oriented, notably affirming that foreign affairs and international integration are the cause of the entire Party, entire people, and entire army; identifying foreign affairs as an "important and regular" task; steadfast in the spirit of strategic autonomy and self-reliance; ensuring national and ethnic interests; and at the same time emphasizing discipline in implementation and effective implementation of international commitments.

The Resolution also sets out a number of major orientations in the coming time, including promoting the pioneering role of foreign affairs in preventing risks, contributing to protecting the Fatherland from an early and distant stages; expanding new development space for the country; enhancing Vietnam's responsibility and contribution to solving common problems of the international community; raising the national position through promoting the soft power of culture and overseas Vietnamese resources; building comprehensive, modern, professional diplomacy, on par with strategic tasks in the new era.

At the Conference, delegates also listened to presentations from Party committees, Party committees of ministries, branches, and localities: Central Military Commission, Central Public Security Party Committee, Central Policy and Strategy Committee, Party Committee of the Ministry of Industry and Trade, Party Committee of the Vietnam Fatherland Front, central organizations, National Assembly's Committee for National Defense, Security and Foreign Affairs, Hanoi Party Committee and Ho Chi Minh City Party Committee.

Representatives of the Central Military Commission emphasized the pioneering role of defense foreign affairs, affirming that this is one of the important pillars in Vietnam's relations with countries and international organizations; is a proactive and effective method to protect the Fatherland early and from afar; making an important contribution to consolidating and maintaining a peaceful environment, creating favorable conditions for the construction and development of the country. Representatives of the People's Police Party Committee emphasized the "key and regular" role of the People's Police's foreign affairs, directly serving the task of protecting national security, ensuring social order and safety, and at the same time making positive contributions to enhancing Vietnam's international position and prestige. In their presentations at the Conference, leaders of departments, ministries and localities all affirmed that the achievements of foreign affairs work in the past time have made important contributions to the common achievements of the country and to fulfill the noble mission of a comprehensive, modern, and professional diplomacy across the three pillars of Party foreign affairs, state diplomacy, people's foreign affairs and across all channels, contributing to bringing the country into a new stage of national development. Departments, ministries and localities also proposed specific solutions and directions to contribute to improving the effectiveness of foreign affairs work in the new situation,

Speaking to direct at the Conference, General Secretary and President To Lam emphasized that Resolution No. 06-NQ/TW is of particular importance, one of the strategic Resolutions of the Politburo. The General Secretary and President affirmed that our Party and President Ho Chi Minh always placed the Vietnamese revolution in relation to the region and the world, so they highly value the role of foreign affairs. The General Secretary and President emphasized that entering a new era of national development, Vietnam's foreign affairs shows a change in thinking, clearly shown by major arguments that shape ideology. Foreign affairs is identified as a "key and regular" task, playing a pioneering role in protecting the Fatherland from an early and distant stages and creating a favorable international environment for national development. Foreign affairs must develop commensurate with the stature, position and cultural identity of the nation, contributing to affirming the image of an independent, self-reliant, peaceful, cooperative and responsible Vietnam. The foundation of foreign affairs is strategic autonomy and national self-reliance, ensuring the highest national interests, putting the people at the center of all policies and considering contributions to the international community as a responsibility. At the same time, foreign affairs is the cause of the entire Party, the entire people, promoting the combined strength of the entire political system and the country.

On that basis, General Secretary and President To Lam emphasized that foreign affairs work in the coming time will focus on 5 major orientations: First, promoting the pioneering role in maintaining a peaceful and stable environment, creating a favorable international situation for the country. Second, making foreign affairs a driving force to open a new development space, organicly linked with the country's socio-economic development process, contributing to attracting external resources and favorable conditions to serve the country's rapid and sustainable development. Third, proactively participating and contributing responsibly to solving common issues of the international community, enhancing Vietnam's role and position in multilateral mechanisms. Fourth, raising the national position to be commensurate with the historical stature, cultural identity, and position of the country, making positive contributions to human civilization. Fifth, build a comprehensive, modern, professional diplomacy, on par with strategic tasks in the new era, contributing to the successful implementation of the country's development goals to the middle of the 21st century.

In that spirit, General Secretary and President To Lam emphasized the motto "understand deeply, do right, do thoroughly, do effectively", requesting departments, ministries, branches, and localities nationwide to thoroughly grasp and urgently concretize the Resolution into action programs and work plans. The General Secretary and President also directed the need to strongly innovate the inter-sectoral and inter-field mechanism between the Central Government and localities, promote the consolidation of the directing apparatus, and effectively coordinate the implementation of the Resolution. The General Secretary and President expressed deep belief that with high political determination, with the involvement of the entire political system, Resolution 06 will soon enter life so that foreign affairs can promote its pioneering role and key and regular tasks, contributing to building a developed, independent, self-reliant and self-strengthening Vietnam in the new period.

Accepting the directing opinions of Comrade General Secretary and President To Lam, Comrade Le Hoai Trung, Member of the Politburo, Minister of Foreign Affairs affirmed that he will coordinate with relevant agencies immediately after the Conference to have appropriate forms to thoroughly grasp, propagate, and disseminate the guiding viewpoints of Comrade General Secretary and President and the content of the Resolution throughout the entire political system; along with that, the Ministry of Foreign Affairs quickly and effectively implements the action program and plan to clearly implement the roadmap and progress to quickly bring Resolution No. 06-NQ/TW into life, contributing to improving the effectiveness of foreign affairs work, effectively serving the goal of national development and national defense in the new situation, contributing to creating new momentum to bring the country to rapid and sustainable development in the era of rich and prosperous development of the nation.
