According to the plan, tomorrow (June 12), the Hanoi City People's Council of the XVII term, 2026-2031, will hold the fourth session (specialized session) to consider and approve 56 contents, including 50 contents to implement the Capital Law No. 02/2026/QH16 and contents under the authority of the City People's Council.
In the list of contents expected to be submitted at the session, there are 50 resolutions implementing the Capital Law 2026, specifically as follows:
- Resolution of the City People's Council deciding the number and structure of People's Committee members; stipulating the number, establishment, reorganization, dissolution; deciding to change the name, adjust the functions of specialized agencies and other administrative units under the management scope of the City People's Committee.
- Resolution of the City People's Council stipulating job positions and staffing of agencies in the Hanoi City government system.
- Resolution of the City People's Council stipulating mechanisms and policies for recruiting, using, and managing civil servants, public employees, and laborers in administrative organizations, public non-business units, and state-owned enterprises under the management authority of the Hanoi People's Committee.
- Resolution stipulating policies on income for cadres, civil servants, public employees and employees receiving salaries from the city budget; the use of the city budget and other legal financial sources to implement this policy.
- Resolution of the City People's Council stipulating the content of spending, spending levels, and funding sources for training and fostering for cadres, civil servants, public employees, and workers under the city's management...
The City People's Council will consider and approve specific resolutions: Project on low emission zones in Ring Road 1, Hanoi City; policy on implementing the Cau Bay River and riverside landscape axis environmental pollution treatment project in PPP form, BT contract type according to Resolution 258 of the National Assembly; approving the investment policy for the project of Building, renovating, and upgrading the Dong My drainage pumping station system; approving the adjustment of the investment policy for the Yen Xa wastewater treatment system project...
Chairman of the City People's Committee Vu Dai Thang said that according to the plan agreed upon by the People's Council and the City People's Committee, Hanoi will issue a total of 64 resolutions to concretize the provisions of the Capital Law before the law takes effect from July 1, 2026. Therefore, all resolutions must be completed before June 15 for the city to organize guidance and implement resolutions after they are passed.
Chairman of the City People's Committee Vu Dai Thang emphasized that the resolutions developed to implement the Capital Law are particularly important documents, creating a direct legal basis for organizing the implementation of new guidelines and policies of the city.
Only when the resolutions are issued fully, synchronously and ensure quality will state management agencies have a basis to organize and implement work effectively. Therefore, all contents of building resolutions are of utmost importance to the development process of the Capital in the coming period.
The Chairman of the City People's Committee also emphasized the requirement to quickly bring resolutions into life immediately after they are issued. Accordingly, departments and branches need to proactively develop implementation plans; organize guidance for localities, businesses and people; and at the same time publicize new mechanisms and policies so that beneficiaries can promptly access and implement them.
The volume of resolutions issued this time is very large. Therefore, agencies need to have a plan to propagate, disseminate and guide implementation right now so that when the resolutions take effect from July 1st, the entire system can operate smoothly and no problems arise" - Mr. Vu Dai Thang emphasized.
