The 1st Congress of the Hung Yen Provincial Party Committee, term 2025-2030, took place over 2 days (October 2-3) at the Provincial Labor Culture House, aiming to evaluate the results of the 2020-2025 term, set out goals, directions, and solutions for 5-10-year development and realize the vision to 2045, striving to build Hung Yen into a modern, beautiful, civilized and happy industrial province.
Up to now, the Provincial Party Committee has issued a Decision on the number and allocation of delegates to the Provincial Party Committee Congress for the 2025 - 2030 term; the Provincial Party Committee Standing Committee has issued a Notice on the number, standards and orientation of the structure of delegates attending the Provincial Party Committee Congress for the 2025 - 2030 term and a Decision on appointing delegates to the Provincial Party Committee Congress for the 2025 - 2030 term.
Of which, the total number of delegates summoned to the Provincial Party Congress is 438, including 69 natural delegates and 369 official delegates. The Provincial Party Committee Standing Committee appoints 112 alternate delegates to replace the official delegates when necessary.
Regarding the direction of preparing and organizing the discussion of documents, Mr. Pham Van Khue - Head of the Provincial Party Committee's Organization Committee - said that the Provincial Party Committee Standing Committee assigned members of the Provincial Party Committee Standing Committee to be in charge of the Party Committees based on the draft Documents to submit to the Provincial Party Congress, study and direct the Standing Committee of the Party Committee where it is in charge to continue supplementing and completing documents to submit to the Party Congress at the level of the 2025-2030 term.
At the same time, the Standing Committee of the Provincial Party Committee's Document Subcommittee was assigned to study draft documents submitted to the congress of the Party Committee at the grassroots level and give opinions to the Standing Committee of the Party Committee to continue to complete the content of the draft documents submitted to the Party Committee's congress at the grassroots level.
Up to now, 100% of draft documents submitted to the grassroots Party Congress have received comments from the supporting agency of the Provincial Party Congress Document Subcommittee.
Regarding the preparation of personnel for the congress, the Head of the Provincial Party Committee's Organizing Committee said that the personnel process for the re-elect is 2 steps, and the first-time personnel participating in the Party Committee is 5 steps.
After completing the personnel process, the grassroots Party Committee will complete the personnel documents and report to the standing committee at the direct superior level for consideration and decision before organizing the congress.
At the press conference, Mr. Nguyen Quang Hung - Permanent Vice Chairman of the Provincial People's Committee - informed the results of implementing the Resolution of the Provincial Party Congress for the 2020-2025 term. Accordingly, GRDP in the period of 2021-2025 increased by an average of 9.17%/year, higher than the 8.28% in the period of 2016-2020; the scale of GRDP in 2025 is estimated to reach 328,283 billion VND, 1.73 times higher than in 2020. GRDP per capita is estimated at 101.5 million VND (4,200 USD), up 67.77%.
The economic structure has shifted positively, industry - construction accounts for 55.8%, services are 27.2%, agriculture - forestry - fishery is 11.9%. Budget revenue in 2025 is estimated at more than VND 74,432 billion, total revenue in the 2021-2025 period will reach VND 269,993 billion, nearly 2.38 times higher than the previous period, thanks to increased revenue from production, business and land use fees in the urbanization process.
