At the 29th Session of the People's Council of Hung Yen province, term XVII, 2021 - 2026, delegates reached a high consensus, voting to approve 19 important resolutions to perfect the organizational apparatus and prepare for the operation phase according to the new government model after the merger.
The resolutions passed include: promulgating the session rules and working regulations of the Provincial People's Council; establishing the Provincial People's Council Committees, the Office of the National Assembly Delegation and the Provincial People's Council; decentralizing revenue sources and budget expenditure tasks; organizing regular meetings in 2025; regulating fees and charges in providing online public services... At the same time, the Provincial People's Council also passed a resolution on the establishment of specialized agencies under the Provincial People's Committee.
The Standing Committee of the Provincial People's Council requested that the People's Council delegation groups quickly stabilize the organization, assign clear tasks, promote the role of a bridge between the government and the people, especially in newly merged localities with many concerns and aspirations for orientation.
The Provincial People's Council Committees are required to proactively develop a detailed supervision plan for the last 6 months of the year, closely following people's issues, policies to support cadres, and supervise the operation of the apparatus in 104 new communes and wards. The People's Committee of Hung Yen province and administrative agencies continue to review and complete management documents, update databases, digital infrastructure and adjust operating procedures to suit new boundaries.
The arrangement of staff, allocation of staff, and use of surplus facilities need to be resolved thoroughly, avoiding waste and overlap. The Provincial People's Committee is required to carefully prepare the report to submit to the meeting at the end of 2025, paying special attention to key projects, public investment projects and the 2026 budget plan for the new area.
The Standing Committee of the Provincial People's Council emphasized the need to propagate consistently and accurately the results of the session and the organization of the apparatus after the merger to stabilize ideology, strengthen trust, and create consensus among the people. At the same time, it is recommended that each delegate, cadre, and civil servant in the political system promote their intelligence, spirit of innovation, and take drastic action so that the resolutions of the session can soon come into life, contributing to the sustainable development of Hung Yen province.
