The Government has just issued Decree 171/2025/ND-CP regulating the training and fostering of civil servants effective from July 1, 2025 with the view of taking students as the center, minimizing unpractical training program certificates; focusing on training according to the requirements of leadership and management positions; according to the requirements of professional and technical positions.
Postgraduate training for civil servants is implemented in accordance with the provisions of the law on education and training.
Regarding the conditions for being sent for postgraduate training, the Decree clearly states: Civil servants who have worked for 3 years or more and 2 consecutive years before the time of being sent for postgraduate training must complete their tasks well or better.
Civil servants are not more than 45 years old from the time of being sent for the first postgraduate training.
Civil servants who commit to performing their duties and public services at the agency or unit sent for postgraduate training after completing the training program will have at least 3 times the training time.

The Decree stipulates the content of civil servant training in accordance with the requirements of leadership, management and professional positions. Accordingly, the content of training includes:
1. Political theory.
2. Knowledge of national defense and security.
3. Knowledge and skills in state management.
4. Knowledge and skills according to job requirements.
5. Knowledge of science and technology, innovation, digital skills, digital technology.
In which, the program and documents to foster knowledge and skills in state management for civil servants in leadership and management include:
Programs and documents on training for leaders and managers at the department level and equivalent, the implementation period is 4 weeks, including: leaders and managers at the department level at the commune level; leaders and managers at the department level and equivalent; leaders and managers at the department level and equivalent.
Programs and documents for training leaders and managers at the department level and equivalent, the implementation period is 4 weeks.
Programs and documents for training leaders and managers at the department level and equivalent, the implementation period is 4 weeks.
The program and documents for secondary school training and equivalent, the implementation period is 2 weeks.
The training program and documents are based on the requirements of professional and technical job positions, with a minimum implementation period of 1 week and a maximum of 2 weeks.
The Decree clearly states: Leaders and managers are required to complete the program to foster knowledge and skills in state management after being appointed to leadership and management positions within 12 months from the effective date of the appointment decision.
Civil servants participating in training programs according to the requirements of professional and technical positions as required by the civil servant management agency must ensure a minimum implementation period of 01 week (40 periods)/year.
The Decree stipulates the forms of training organization including: Concentrated; online; combined in person and online.
The above regulation is in line with the requirements for promoting digital transformation activities and applying information technology in training and fostering.
