The Ministry of Home Affairs guides the ranking of school accounting salaries when successfully recruited as civil servants according to current regulations.

Ms. To Thi Thu (name of the character changed) said that she worked under a school accounting contract from January 15, 2019 according to the approval document of the People's Committee of Dong Anh district (old) until July 1, 2025. From July 1, 2025, she passed the exam and became a civil servant.

During the contract period from January 2019 to July 2025, she took a 6-month maternity leave in accordance with the provisions of labor law.

She is wondering whether when applying for professional title appointment, these 6 months of maternity leave will be deducted from the working time to calculate the conditions, and which regulations are used to calculate or not calculate this time.

She hopes to soon receive guidance and answers from competent authorities to ensure her rights.

Regarding Ms. Thu's feedback and recommendations, the Ministry of Home Affairs has responded on the Electronic Information Portal.

Accordingly, salary ranking for people recruited and received as public employees working in public non-business units is implemented according to the provisions of Circular No. 05/2024/TT-BNV dated June 27, 2024 of the Minister of Home Affairs stipulating standards and conditions for considering promotion to rank II and rank I for administrative officials, clerical officials, archival officials; salary ranking for people recruited and received as public employees.

Therefore, based on the provisions of Article 65 and Article 66 of Decree No. 115/2020/ND-CP (amended and supplemented in Decree No. 85/2023/ND-CP), the Ministry of Home Affairs requests you to exchange with the civil servant management agency where you work for guidance and resolution.
