Deputy Prime Minister Ho Quoc Dung has just signed Official Dispatch No. 223/CD-TTg dated November 20, 2025 of the Prime Minister on focusing on responding to particularly large floods in Khanh Hoa, Dak Lak and Gia Lai.

The dispatch stated: Floods on rivers in Khanh Hoa, Dak Lak and Gia Lai are at a very high level, some places in Dak Lak and Khanh Hoa have exceeded historical flood levels.

According to the forecast, on November 20 and 21, 2025, in the area, there will continue to be heavy to very heavy rain, floods on Ba River and Kon River will remain very high, on rivers in Khanh Hoa will continue to rise and will likely exceed historical flood levels.

Deep flooding will continue to occur seriously on a large scale, especially in Khanh Hoa and Dak Lak provinces (due to high tides), and there is a very high risk of further landslides in mountainous areas and steep slopes.

To focus on responding to particularly heavy floods, the Prime Minister requested:

The Provincial Party Secretaries and Chairmen of the People's Committees of the provinces: Khanh Hoa, Dak Lak, Gia Lai and leaders of ministries and branches according to their functions, tasks, and authority continue to focus and be more determined in leading, directing, proactively and promptly implementing all necessary urgent measures to respond to especially heavy floods, especially ensuring the safety of people's lives.

Chairmen of the People's Committees of Khanh Hoa, Dak Lak, and Gia Lai provinces are fully responsible to the Government and the Prime Minister for natural disaster response work in the area, proactively directing natural disaster response, rescue work according to their functions, tasks, and authority.

Continue to mobilize all necessary forces and means, especially the army, police, militia, forces participating in protecting security and order at the grassroots level and other forces, by all means to immediately approach deeply flooded, isolated, isolated, and landslide residential areas to promptly evacuate and evacuate people to safe places.

Timely supply and supply of food and provisions to people (including priority in supplying immediate-use foods such as dry food, bread, butter, etc.), not to let people go hungry, cold, lack drinking water, etc.

The Ministry of National Defense and the Ministry of Public Security direct military and police units stationed in the area, and proactively mobilize maximum forces and means (including helicopters and drones) in neighboring areas to urgently support localities in implementing flood response work, especially evacuation of residents, rescue, and transportation of food and relief to people.

The Ministry of Construction and the Ministry of Public Security direct local police (including neighboring localities) and functional forces to proactively regulate traffic early and from a distance, advise people to limit going into areas affected by floods, and at the same time guide and support the work of ensuring traffic safety.

The Ministry of Education and Training directs the work of ensuring the safety of students and teachers in localities during floods.

The Ministry of Health directs grassroots health forces to ensure emergency and essential medical services for the people, while ensuring medical examination and treatment, environmental sanitation, and disease prevention immediately after the flood recedes.
