Central region continues to suffer heavy rain, Prime Minister requests flood response

To proactively respond to floods in the Central region, the Prime Minister requested to review, inspect, and promptly detect areas at risk of landslides, flash floods, and inundation.

Deputy Prime Minister Tran Hong Ha signed Official Dispatch No. 217/QD-TTg dated November 16, 2025 of the Prime Minister requesting relevant ministries, branches and localities to proactively prevent, avoid and respond to floods in the Central region.

The dispatch stated that from the morning of November 16, in the area from Quang Tri to Khanh Hoa, there was heavy to very heavy rain with rainfall of 100-150mm, some places in Hue, Da Nang, Quang Ngai, Khanh Hoa over 200mm, especially in Hong Thai (Hue) nearly 400mm.

From tonight to November 18, the area from Quang Tri to Da Nang and the east of Quang Ngai and Gia Lai provinces will have common rain of 200-400mm, locally over 700mm, Ha Tinh area, eastern Dak Lak and Khanh Hoa provinces will have rain of 100-250mm, locally over 350mm...

From November 16 to 20, on rivers from Ha Tinh to Khanh Hoa, a flood will occur at alert level 2 to alert level 3, with some rivers above alert level 3.

This is a period of heavy rain that continues to occur after consecutive heavy rains in the Central region, the risk of flooding, especially landslides, is very high.

The Prime Minister requested ministries, branches and localities to focus on directing the rapid overcoming of the consequences of recent storms and floods, drawing experience from the recent storm and flood response work to proactively and promptly deploy the work of preventing, avoiding and responding to floods.

In particular, Chairmen of People's Committees of provinces and cities from Ha Tinh to Khanh Hoa will closely monitor, provide full updates, timely information on the situation and forecast flood developments so that people can proactively respond, not letting people not have information about natural disasters.

Direct the review, inspection, timely detection of areas at risk of landslides, flash floods, and deep flooding to promptly warn against allowing people to enter dangerous areas, proactively evacuate and relocate residents from dangerous areas.

Deploy the work of ensuring the safety of dams and flood prevention; proactively direct the scientific and reasonable operation of irrigation reservoirs and hydroelectric plants based on forecasts of flood and rainfall situations to ensure the safety of works and prevent flooding.

Deploy forces to control, guide, and support traffic safety; based on specific local situations, deploy measures to ensure the safety of people's lives, decide to let students stay home from school and limit people and vehicles on some routes in dangerous areas if necessary.

Proactively arrange forces, means, materials, food, and necessities in key areas, especially those at risk of isolation due to landslides and floods, to be ready to respond to situations of being isolated, cut off for many days and deploy response, rescue and relief work when bad situations occur.

The Ministry of Construction directs the implementation of solutions to ensure traffic safety and construction activities; promptly mobilizes forces, vehicles, and materials to promptly overcome and repair landslides and damaged locations, ensuring smooth and safe traffic.

The Ministries of National Defense and Public Security proactively direct units stationed in the area to review scenarios and plans, arrange forces and means to be ready to support localities in implementing evacuation work, relocating residents, responding to landslides, flash floods, inundation and rescue when required.
