Creating a strong shift in thinking, institutions and marine development models
On June 8, at the Party Central Committee Headquarters, General Secretary and President To Lam chaired a working session with the Central Policy and Strategy Committee and relevant agencies on the Project summarizing Resolution No. 36-NQ/TW, dated October 22, 2018 of the 12th Party Central Committee on the Strategy for Sustainable Development of Vietnam's Sea Economy to 2030, vision to 2045.

After listening to the summary report of Resolution No. 36-NQ/TW and in-depth and practical discussions, at the working session, General Secretary and President To Lam requested to urgently summarize Resolution No. 36 and build a new resolution, not only inheriting and promoting the achieved results but also creating a strong shift in thinking, institutions and marine development models with a new vision.
The General Secretary and President clearly stated that it is necessary to innovate thinking and vision for marine development in the new period; the focus is to strongly shift from marine economic thinking to space thinking for strong national marine development.
The sea is not only a place to exploit resources or develop some economic sectors, but must be identified as a strategic development space of the nation, a place to converge development, defense, security, science and technology and international integration interests.
The new resolution not only answers the question of how to develop marine economic sectors, but must also answer a larger question, how Vietnam will exploit and manage, promote the entire national maritime space to serve the country's development goals in the coming decades.
The new resolution must also clarify the shape of a strong maritime nation in the 21st century, clearly defining what role the sea will contribute to the implementation of strategic goals to 2030, 2045 and the following years.

The General Secretary and President proposed that the sea be placed in the position of one of the strategic development drivers in implementing the Resolution of the 14th Party Congress; continue to research and clearly identify development policies, areas with potential for breakthroughs; approach the sea with scientific and technological thinking, innovation and digital transformation; study and supplement contents on national marine data, digital ocean maps, and artificial intelligence in marine management.
General Secretary and President noted that it is necessary to closely combine development with protecting the Fatherland from an early stage, from afar, from the sea. All plans, strategies, and marine development programs must simultaneously serve the requirements of protecting sovereignty, sovereign rights, national jurisdiction, maintaining a peaceful and stable environment, improving defense capabilities and protecting national interests at sea. Each economic project at sea must contribute to strengthening development potential and protecting the Fatherland.
Building a modern national marine governance model
General Secretary and President emphasized the need to build a modern national sea governance model. The new Resolution must have policies and orientations for researching and proposing a modern, unified, and interconnected sea governance model based on data and national sea space planning.
Right from the process of building resolutions and action programs, it is necessary to clearly identify key tasks, national programs, driving projects, specific measurement indicators, and responsibilities of each agency, each level, each sector, and each locality.
General Secretary and President emphasized the goal of building a new resolution with a long-term strategic vision, breakthrough thinking, and high action, making the sea truly become a strategic development space of the nation, creating new momentum for rapid and sustainable growth, contributing to the successful implementation of the Resolution of the 14th Party Congress and the aspiration to turn our country into a developed high-income country by 2045.
