
On the afternoon of June 5, in Cua Lo ward (Nghe An), the Ministry of Agriculture and Environment in coordination with the Central Policy and Strategy Committee and the People's Committee of Nghe An province organized the National Conference "Perfecting institutions and policies to promote sustainable marine economic development".
The workshop is an activity in response to Vietnam Sea and Islands Week, World Oceans Day June 8 and the Action Month for the Environment in 2026. The program gathers leaders of central ministries and sectors, 21 coastal provinces and cities, experts, scientists, associations and the business community to exchange views on marine economic development orientations in the new period.
Speaking at the opening, Mr. Dang Ngoc Diep - Deputy Minister of Agriculture and Environment said that after more than 8 years of implementing Resolution No. 36-NQ/TW on the Strategy for Sustainable Development of Vietnam's Marine Economy, awareness of the role of the marine economy has been increasingly raised, and many marine economic sectors and coastal localities have made positive developments. However, before the new development requirements, the completion of institutions and policies for sustainable marine economic development is becoming urgent.

According to leaders of the Ministry of Agriculture and Environment, the amendment of the Law on Marine and Island Resources and Environment is not only a revision of a specialized law but also an opportunity to innovate marine governance thinking in a comprehensive, unified, modern and more effective direction.
At the workshop, Dr. Vu Manh Hung - Director of the Sectoral Economics Department (Central Policy and Strategy Committee) proposed a number of major orientations of the Party on rapid and sustainable economic development of the marine economy in the new situation.
Director of the Vietnam Administration of Seas and Islands Nguyen Quoc Toan also presented many contents expected to amend and supplement the Law on Marine and Island Resources and Environment. In which, the draft law aims at integrated management of marine resources, space and marine environment; supplementing the mechanism for managing and using marine space; perfecting the institution of assigning, leasing, and registering the use of sea areas and preferential mechanisms for new marine economic sectors.

Speaking at the workshop, Mr. Nguyen Van Cong - Vice Chairman of Quang Ninh Provincial People's Committee shared many experiences in developing the marine economy associated with the two-level local government model. Accordingly, the locality orients the development of three marine economic corridors including industry - logistics in the West, central sea and island tourism and export industry in the East; and at the same time promotes digitalization of marine governance, digital border gate economy development and offshore renewable energy.
In the discussion, delegates exchanged in-depth views on sea surface allocation mechanisms, offshore wind power development, marine logistics, seaports, marine biological industry, marine data, as well as green marine economic models, circular economy and low-carbon economy.

The discussion session also focused on mechanisms to control marine pollution, protect the ecological environment and enhance the responsibility of marine users. Representatives of businesses, associations and localities shared practical experiences and proposed flexible policies to promote sustainable marine economy, both effectively exploiting resources and protecting the environment.
According to the Organizing Committee, the opinions and recommendations at the workshop will be summarized to continue to improve the draft Law on Marine and Island Resources and Environment (amended), ensuring both meeting state management requirements and unlocking resources for sustainable marine economic development in the new period.
