According to the Ministry of National Defense's Electronic Information Portal, this agency received a petition from voters in Quang Tri province with the content: "Voters reflect that the regimes, policies, and levels of support for subjects participating in the war to protect the Fatherland, performing international duties in Cambodia, helping Laos after April 30, 1975, who have been demobilized, discharged from the army, and resigned, issued according to Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister, are no longer suitable for reality.
Although Decision No. 62/2011/QD-TTg stipulates that when the Government adjusts pensions, social insurance allowances and monthly allowances, the allowance level is also adjusted accordingly; however, this adjustment is also insignificant, especially in the context of increasingly developed socio-economic conditions and with increasingly high living standards and increasingly high living costs as at present;
On the other hand, to date, most of the above-mentioned subjects are old, their health has declined, and they are often sick, so their lives are facing many difficulties.
Accordingly, voters proposed that the Government consider amending and increasing the level of support for regimes and policies for the above subjects to be more suitable to the current situation and actual conditions.
Voters also reflected that although the Government has paid attention to raising the level of support for the elderly and people with disabilities in the past; however, the current level of support is still low compared to actual needs; accordingly, voters proposed that the Government continue to pay attention to researching and raising the level of support for these subjects to help them ensure their lives, living expenses, and medical treatment costs.
The Ministry of National Defense focuses on answering voters' petitions related to the proposal to the Government to consider amending and increasing the level of support for subjects participating in the war to protect the Fatherland, performing international duties in Cambodia, and helping Laos after April 30, 1975 who have been demobilized, discharged from the army, and resigned according to Decision No. 62/2011/QD-TTg of the Prime Minister.
Accordingly, the regime and policies for people participating in the war to protect the Fatherland and perform international duties according to the provisions of Decision No. 62/2011/QD-TTg have been carefully studied by ministries and sectors, reported to the Party Committee of the Government, submitted to the Secretariat, and the Politburo for policy approval before the Prime Minister issued the Decision; ensuring compliance with the economic conditions of the country and the capacity of the state budget.
The current benefit level is determined on the basis of ensuring compatibility between groups of subjects with similar conditions and criteria in the issued policy system.
Over the past time, the settlement of the one-time allowance regime according to Decision No. 62/2011/QD-TTg for eligible subjects has basically been completed.
For the monthly allowance regime, the benefit level is implemented according to the Government's regulations and is adjusted accordingly when the Government adjusts the base salary level, ensuring compliance with socio-economic development conditions and the ability to balance the state budget; thereby, showing the concern and care of the Party and State for the subjects.
