The Government has just issued Resolution 01/NQ-CP on key tasks and solutions to implement the Socio-Economic Development Plan and State Budget Estimates for 2025.
In the resolution, the Government requested to focus on preventing and combating waste in the whole society. Strengthen communication, build a culture of thrift and combat waste.
Focus on reviewing and removing difficulties and obstacles of projects, especially invested renewable energy projects, BOT projects, and long-standing real estate projects.
Speed up the progress of rearranging and handling houses and land at agencies, organizations and units. Inspect and strictly handle violations that cause great waste.
Further strengthen decentralization and delegation of authority and enhance the responsibility of leaders in deciding on investment policies and project investment decisions, ensuring focus and key points, not spreading out and fragmenting, and approving the final settlement of public investment capital for completed projects in accordance with regulations, avoiding loss and waste.
Resolutely recover capital allocated to projects that are not implemented according to approved plans or projects that are not really necessary or have ineffective investments; resolutely eliminate projects that are not really necessary.
Urgently review, supplement, and complete legal regulations that are no longer appropriate, overlapping, or incomplete in the direction of resolving problems wherever they arise; at whichever level, that level should proactively propose, amend, and complete; research and promulgate a number of breakthrough mechanisms and policies to resolve outstanding, complicated issues that cause loss and waste.
The Government also requires tightening discipline and order; promoting decentralization and delegation of power in the spirit of "Local decisions, local actions, local responsibilities, the Central, Government, and National Assembly play a constructive role" and strengthening supervision, inspection, urging, and removing difficulties and obstacles. Continuing to promote the prevention and fight against corruption, negativity, and waste.
Previously, Prime Minister Pham Minh Chinh signed Official Dispatch No. 112/CD-TTg requesting ministries, branches and localities to focus on resolving backlog projects, stop construction, urgently deploy, complete and put into use to prevent waste and loss.
The telegram clearly stated that there are still many works and projects that have not been promptly resolved by authorities, sectors, agencies and units, causing backlogs and prolonged construction halts.
Typical examples include the Can Tho City Oncology Hospital project, the second facility project of Bach Mai Hospital and Viet Duc Hospital, the flood prevention project in Ho Chi Minh City, the Vicem Operations and Transaction Center... causing waste of resources and public outrage.
The Prime Minister requested ministers and heads of state to seriously and effectively implement General Secretary To Lam's direction on combating waste.
