On the afternoon of July 3 in Hanoi, the Government Office held a regular Government press conference in June 2025.
At the press conference, Deputy Minister of Home Affairs Nguyen Thi Ha said that under her authority, the Government has issued 28 Decrees on strengthening decentralization, delegation of authority and division of authority between the Central and local governments, as well as between provincial and commune governments. Ministries and branches have also issued 58 detailed Circulars.
"These decrees have fully regulated the accompanying administrative procedures (APs). In which, clarify the authority, document components, time, costs, and administrative forms to facilitate people and businesses to access and implement immediately from July 1" - Ms. Nguyen Thi Ha emphasized.
After the arrangement, the total number of administrative procedures at the provincial level was 1,261, at the commune level was 463 and a total of 74 administrative procedures were abolished, contributing to streamlining and simplifying procedures for people.
To ensure the conversion goes smoothly, the Deputy Minister said that ministries and branches have been publicly announcing the administrative procedures under their authority. Information is posted on electronic information portals for local authorities, people and businesses to easily access.
In particular, the Ministry of Home Affairs has developed and sent handbooks to local authorities at the commune level to all localities. The content of the handbook is designed very practically, practically, clearly, concretizing responsibilities, tasks, powers and how to handle situations arising at the grassroots level.
On the side of localities, the Standing Committees of provinces and cities have issued plans to organize the trial operation of the two-level government model.
Localities have actively prepared necessary conditions, especially the application of information technology and digital transformation through systems.
Basically, the TTHCs serving people and businesses have been issued early, clearly regulated, specifically and operated immediately, basically smoothly when officially put into operation from July 1.
In the coming time, the Deputy Minister of Home Affairs said that he will continue to focus on perfecting the process of handling administrative procedures in the electronic environment to reduce time and costs, improve the quality of public services and ensure publicity, transparency, and convenience for people, organizations, and businesses at all times and everywhere.

Providing more information on this issue, Minister and Head of the Government Office Tran Van Son said that the settlement of administrative procedures at the provincial and commune levels has been operating smoothly and continuously.
In addition to processing documents online, it is still direct. People and businesses who come to submit their applications have also received their applications, including those that are processed online and those that are processed directly.
On July 1 alone, online records accounted for 57%, and direct records accounted for about 43% with a large number. On July 2, the number of approximately 38,000 records was recorded, of which online accounted for 59.7% and in person accounted for 40.3%.

The goal of this year's administrative procedures related to enterprises is to be resolved online, regardless of administrative boundaries within the provincial level.
There is only one address for the National Public Service Portal. People only need to connect to the internet through a computer or mobile phone to submit an application online.
Through this Public Service Portal, feedback and recommendations from people and businesses are all compiled and resolved.
