Khanh Hoa Provincial Department of Home Affairs is receiving and completing the draft plan, reporting to the Party Committee of Khanh Hoa Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee and the Standing Committee of Khanh Hoa Provincial Party Committee.
In which, this agency will take into account the orientations for rearranging associations assigned by the Party and State to operate; for the Fatherland Front and mass organizations, it will follow the direction of the Central and Provincial Party Committees.
Currently, according to the direction of Khanh Hoa province's leaders, units that are not expected to be restructured also need to proactively review and streamline their internal apparatus and administrative agencies and public service units to reduce 10-15% of the number of focal points.
Regarding the plan to organize and build the Party Committee of the government, the Party Committee of the Provincial People's Committee will have an official report. The District People's Committee will immediately rearrange the specialized departments in December.
Closely follow the Central direction
It is expected that the arrangement plan will closely follow the arrangement orientation according to the instructions and orientations of the Central Government and the actual situation of the locality, ensuring that after the arrangement, the number of internal agencies will be reduced by 10-15%.
For Party committees and organizations, propose a plan to end the activities of the Party Executive Committee of the Provincial People's Committee and establish a Party Committee of the provincial government bloc.
For provincial administrative agencies, propose a plan to merge the Department of Planning and Investment with the Department of Finance; the Department of Transport with the Department of Construction; the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development; the Department of Tourism with the Department of Culture, Sports and Tourism; the Department of Information and Communications merges with the Department of Science and Technology.
At the same time, the tasks of some departments such as the Department of Labor, Invalids and Social Affairs will be transferred to some agencies; the Religious Affairs Committee under the Department of Home Affairs will be transferred to the Ethnic Affairs Committee; the Department of Foreign Affairs will be transferred to the Provincial People's Committee Office. The internal structure of provincial professional agencies will be consolidated, streamlined, effective and efficient after the arrangement of professional agencies.
For specialized agencies under the People's Committee at the district level, the proposal to terminate the operation of the Department of Labor, War Invalids and Social Affairs, each part of the tasks of this department will be received by some departments such as Home Affairs; Health; Education and Training and the office of the People's Council and People's Committee at the district level.
Only the ethnic department is organized in the People's Committee of Khanh Son and Khanh Vinh districts. Some other departments are also proposed to be merged depending on the specific locality.
Some associations will not stop at encouragement but will merge.
After the reorganization of specialized agencies and the new apparatus is put into stable operation, the current operational status will be reviewed and re-evaluated to reorganize all inter-sectoral coordination organizations in each field in the direction of retaining only those organizations with clear, necessary, and effective functions and tasks.
The arrangement of associations operating at the district level will be reviewed and implemented after the decision to recognize the associations assigned by the Party and State to operate at the district level is made.
For some associations, the proposal does not stop at the encouragement level but rather merges the Provincial Red Cross Society, the Provincial Blind Association, the Provincial Association for the Protection of the Disabled, Poor Patients and Children's Rights; the Provincial Association of Former Vietnamese Youth Volunteers and the Association of Revolutionary Soldiers imprisoned by the enemy.
At the district level, it is proposed to merge the district-level children's houses under the district youth union into the district-level cultural, information and sports centers; transfer the tasks of the health department to the office of the People's Council and People's Committee at the district level and the ethnic department in some localities transfer the tasks to the office of the People's Council and People's Committee at the district level, only keeping this department in the two districts of Khanh Son and Khanh Vinh.
