Effective arrangement of commune-level cadres
Mr. Le Ngoc Quang - Secretary of the Quang Binh Provincial Party Committee, Head of the Steering Committee for the Merger and Association of Administrative Units of Quang Binh and Quang Tri provinces - has just signed and issued Conclusion No. 06-KL/BCD at the first Conference of the Steering Committee.
The Steering Committee unanimously approved the draft working regulations, assigned tasks to members and decided to establish 2 Working Groups. Assign the Quang Binh Provincial Party Committee's Organizing Committee to preside over and coordinate with the Quang Tri Provincial Party Committee's Organizing Committee to absorb the conference's opinions to complete and submit to the Head of the Steering Committee for signing and promulgation.
In the coming time, the Steering Committee requested to continue to synchronously and methodically implement the contents, focusing on a number of key tasks.
Regarding personnel work, it is necessary to ensure the arrangement and assignment of commune-level teams after the merger in accordance with regulations, associated with the requirement to improve quality and effectiveness of leadership and management. Current district-level cadres will be the core force in the new communes and wards. Strive to arrange commune-level secretaries who are not local people; prioritize young cadres, women, and ethnic minorities. The arrangement of commune-level cadres must be completed before July 1, 2025.
Ensuring transparency in mergers
At the same time, the Organizing Committee of the Quang Binh Provincial Party Committee will preside over the development of a project to establish a new Quang Tri Provincial Party Committee on a consolidated basis. Organize reviews and develop personnel plans to ensure objectivity and transparency, avoid local thinking, "group interests". Key positions will be introduced in accordance with the Central process.
Regarding facilities, the Party Committees of the two provinces are required to coordinate in general reviewing and assessing the current status of headquarters and public assets; proposing a plan for arrangement, exchange, and effective use to avoid waste. If necessary, many agencies can use the same headquarters or arrange working departments in the current Quang Tri province. The official housing for cadres from Quang Tri to work in Dong Hoi is also carefully calculated.
Surplus headquarters will be handled according to legal regulations, prioritizing the conversion of community service functions such as: schools, healthcare, libraries, cultural institutions, parks, etc.
At the same time, departments and branches of the two provinces need to coordinate in developing a plan to merge specialized agencies; ensure uninterrupted working conditions, especially in areas directly related to people and businesses. The Department of Foreign Affairs of Quang Tri province was assigned to preside over the plan to merge the Department of Foreign Affairs.
The Standing Committees of the Provincial Party Committees of the two provinces are assigned to direct the review of the staff; encourage staff who are eligible for early retirement if they wish. This both ensures personal rights and contributes to streamlining the apparatus after the merger.
For the preparation of Quang Tri Provincial Party Congress for the term 2025–2030, the important task is to urgently build the Congress documents. Assigning the Steering Committee to coordinate the development of political reports, which assess the results of the 2020–2025 term and determine the objectives and solutions for the period 2025–2030. Documents need to be concise and condensed, clearly showing the direction of development after consolidation.
Based on the conclusion, the Steering Committee requested relevant agencies, units and localities to urgently deploy, ensure progress and quality, contributing to the successful implementation of the merger of administrative units of Quang Binh and Quang Tri provinces - a major policy of strategic significance in reforming the apparatus, improving the effectiveness of state governance, and sustainable development of the North Central region.
