On May 26, Nghe An Provincial Party Committee announced that the unit had just issued Instruction 07 on the arrangement and assignment of cadres, civil servants and public employees according to the 2-level local government model. From July 1, 2025, the province will officially operate the administrative apparatus including the provincial and commune levels.
Accordingly, the entire staff of district-level cadres and civil servants will now be transferred to the commune/ward level under the old administrative scope. If necessary, the Provincial Party Committee Standing Committee will consider mobilizing key officials from other localities or agencies in accordance with practical requirements.
The team of cadres from the Party, mass organizations and district-level government is basically assigned to take on corresponding positions at the commune level. In case of arrangement of different blocks, it will be based on expertise, capacity and work process to ensure suitability. In the immediate future, the province will keep the current number of staff at both levels, while reviewing, streamlining and restructuring the staff for a period of 5 years.
The arrangement of cadres in communes and wards is carried out on the basis of the overall planning and status of cadres in the whole province, ensuring the harmony of quality and quantity between units after the merger.
Prioritize the selection of cadres with political qualities, ethics, prestige, experience, work efficiency and specific products. District-level leaders and managers will be the core force in the new communes and wards; at the same time, encourage rotation from the provincial level to the grassroots level and vice versa.
The province also requires the arrangement of commune-level Party Secretaries who are basically not local people to ensure objectivity in leadership. Cadres who are disciplined, have violated or are related to personal responsibility in cases under inspection, examination, or investigation will not be considered for higher positions.
Regarding standards, the province stipulates the application of equivalent to district-level cadres. For commune-level civil servants and public employees, the requirements for professional qualifications are determined according to the job position, equivalent to the standards of the district level or higher.
Regarding age, cadres who first join the Party Committee must have at least enough working time for a full term (after July 2025), and re-elected cadres must have at least 48 months left. The time to calculate the age of holding the leadership position of the People's Council and People's Committee is from March 2026 onwards; for the Fatherland Front and socio-political organizations, it is after the commune-level party congress.
When selecting personnel, the province requires priority in order: cadres in the planning of higher positions; having held key positions at the commune level; having high professional qualifications, political theory; having practical experience; being young cadres, female cadres, ethnic minorities; and having recognized achievements.
For the team currently working at provincial departments, branches and sectors, the Provincial Party Standing Committee will select to transfer to the grassroots level cases with outstanding capacity, development prospects, are in the planning or are subject to rotation according to Plan 235-KH/TU dated March 28, 2025.
In parallel with the arrangement of cadres, Nghe An also implements policies for those who wish to retire early or quit their jobs according to Government decrees.
District, city and town Party committees are assigned the responsibility to review, evaluate the staff, survey aspirations, develop arrangement plans and report to the Provincial Party Committee Standing Committee. The Provincial Party Committee's Organizing Committee will preside over the appraisal, approval and coordination of personnel mobilization at inter-level levels.
The arrangement of cadres must be completed before June 30, 2025 to be able to operate the 2-level local government model from July 2025.
