The monitoring delegation of the National Assembly Standing Committee assessed that a significant number of university graduates have not met the requirements of employers.

On July 7, in Hanoi, the Supervisory Delegation of the National Assembly Standing Committee on human resource development and use for the period 2021 - 2024 met to give opinions on the draft Summary Report on supervision results and the draft Supervisory Resolution.

The monitoring delegation assessed that at present, our country's human resources basically meet the requirements of socio-economic development.

The scale of human resources has developed, the structure is increasingly suitable; the qualifications and skills of the workforce have been improved; labor productivity, employment, and income of workers have changed positively.

Training high-quality human resources is initially receiving attention at all levels of general education, vocational education and higher education with a system of specialized schools.

The policies to attract, promote and treat high-quality human resources of ministries and branches have initially been effective.

However, the Supervisory Delegation also pointed out that, in the context of entering a new era with higher human resource requirements, our country is facing the risk of a shortage of high-quality human resources, especially leading experts.

The structure of training majors is not really reasonable, not closely linked and keeping up with practical needs. The rate of students majoring in basic science groups, agriculture, forestry, fishery, etc. tends to decrease.

A significant number of university graduates have not met the requirements of employers. It is estimated that 30% of graduates do not work in the field they are trained for.

The facilities and training equipment are still poor, outdated, and do not meet the requirements of training high-quality human resources.

The labor structure has shifted positively, but is still slow. The rate of informal workers is still quite high, accounting for 64.6% of the workforce, with a majority of low income, long working hours, and unguaranteed working conditions.

Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that this is a difficult and wide-ranging topic, but the Supervisory Delegation has identified two key groups of content: human resource development and human resource use.

The initial monitoring results have provided reliable information, helping the National Assembly agencies contribute opinions on the draft resolution of the Politburo on modernization and breakthroughs in education and training development.

This is also the basis for preparing for reviewing, amending and supplementing laws on the field of education and training to be submitted to the National Assembly at the 10th Session; reviewing the National Target Program on Education and Training; National Target Program on Population and Development.

Vice Chairwoman of the National Assembly Nguyen Thi Thanh requested the Report on the Supervisory Results to update new policies and provide appropriate and feasible solutions.

The report must be concise, concise, with highlights, providing a lot of useful information to the National Assembly Standing Committee, the Government and ministries and branches - Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated.

The monitoring results report will be submitted to the National Assembly Standing Committee for preliminary comments at the July 2025 session and officially monitored at the August 2025 session.
