The project has a total investment of 200 billion VND, funded by Corps 20, Ministry of National Defense according to the policy of the Ministry of National Defense; the Investment and Construction Project Management Board of Cao Bang province is the investor. The expected implementation time is in the period 2026 - 2027.
Speaking at the ceremony, General Phan Van Giang emphasized that caring for the people's health is a major and consistent policy of the Party and State.

The goal is for each citizen to be examined and checked for health at least once a year, considering this as an important measure of social security and development quality.
The Minister of National Defense affirmed that the Vietnam People's Army comes from the People, serving the People. In peacetime, the Army continues to accompany the People in socio-economic development, taking care of life, and firmly protecting the Fatherland in all situations.
Cao Bang is the cradle of the Vietnamese revolution, where President Ho Chi Minh returned to the Fatherland in 1941 to directly lead the revolution; and is also an important strategic area for national defense and security.
The investment in building Bao Lac Medical Center shows the concern of the Central Government and the Army for the locality, which still faces many difficulties, especially in the field of social security.

Implementing the direction of the Ministry of National Defense, Corps 20 has closely coordinated with Cao Bang province in the process of preparing and implementing the project, selecting areas based on the actual needs of the People, thereby continuing to promote the tradition of military-civilian bonding with specific and practical projects.
When completed, Bao Lac Health Center will contribute to improving the healthcare capacity for people in highland and border areas; gradually complete grassroots healthcare infrastructure; serve the people and armed forces on duty, and at the same time improve the ability to respond to natural disasters and epidemics in the new situation.
