The main content of the meeting of the Politburo delegation with Da Nang revolves around the implementation of the Resolution of the 11th Conference of the XIII Party Central Committee, especially the arrangement of administrative units and preparing personnel for the new period.
Reporting at the meeting, Mr. Nguyen Dinh Vinh, Standing Deputy Secretary of the Da Nang City Party Committee, said that the Standing Committee of the City Party Committee has seriously and promptly organized research, dissemination and concretization of the implementation of Resolution 11 Central Committee. The implementation documents are developed to ensure completeness, detail, feasibility, and suitability with city practices, while clearly defining the time and responsibilities of relevant organizations and individuals, associated with a coordination mechanism and strict inspection and supervision.
Up to now, the Da Nang City Party Committee has planned to reorganize into 16 commune-level administrative units, reducing the number of existing units by more than 66%, and at the same time ending the operation of 7 District/District Party Committees. It is expected to establish 16 Commune-level Party Committees and Hoang Sa Special Zone Party Cell, corresponding to the arrangement of 16 new administrative units of wards, communes and special zones.
Regarding cadre work, as of May 30, 2025, Da Nang city has approved the list of 415 cadres, civil servants, officials and employees who retire before their age and quit their jobs under the Government's Decree 178/2024 and Decree 67/2025 of the Government, with a total budget of over VND 300 billion. The Standing Committee of the City Party Committee also approved the plan and roadmap for arranging and handling public offices and property after the merger; plans to arrange cadres, civil servants, officials and employees; As well as adjusting, digitizing documents, promoting the application of information technology.
The Standing Committee of the Da Nang City Party Committee and the Standing Committee of Quang Nam Provincial Party Committee had unified meetings on the draft document of Da Nang City Party Congress (New) term 2025–2030. The draft of political report (2nd time) is expected to be submitted to consult on 6.6.2025.
Regarding the personnel work of the Party Committee, the two Standing Committee approved the personnel plan of the Da Nang City Party Committee after the merger of 75 comrades and the Standing Committee of the City Party Committee of 23 comrades. However, Mr. Vinh also mentioned some difficulties and problems, such as not having specific regulations on the transition time for completing the handover and termination of the operation of district-level government; The Central Government has not yet issued specific instructions on converting current commune-level cadres and civil servants into new administrative unit civil servants. In addition, some ministries and branches have not issued specific instructions on the arrangement of public service units, causing difficulties in completing the plan.
In his concluding remarks, Mr. Tran Cam Tu highly appreciated the proactiveness of the Standing Committee of the Da Nang City Party Committee in coordinating with the Standing Committee of the Quang Nam Provincial Party Committee, especially in developing personnel plans and documents for the new Party Congress, creating high consensus. He noted that the city still maintains economic growth, started many key projects and built specific mechanisms.
The Standing Committee of the Secretariat emphasized that the Politburo is speeding up the consolidation progress of the province and establishing a commune administrative unit, asking localities to implement as soon as possible. The workload is still very large, requiring the city to proactively arrange the streamlining, review the work, well implement the policy of finishing the district -level activities and put the new commune level into operation. The Standing Committee of the City Party Committee should focus on directing the upper -level congress to ensure comprehensive quality.
In particular, Mr. Tran Cam Tu requested the Standing Committee of the Da Nang City Party Committee to closely coordinate with the Standing Committee of the Quang Nam Provincial Party Committee in developing a personnel plan and personnel work in the spirit of common interests, absolutely not locally, and not allowing negativity to occur. "Do not say 'your country, my hometown, your army, my army, your right, my right', do not interfere in personnel work," Mr. Tran Cam Tu emphasized.
The personnel plan must pay attention to young cadres, women, ethnic minorities, and improve the quality of the team. Localities need to review and use headquarters reasonably, avoid waste, and continue to lead socio-economic development, not let the merger affect tasks, strengthen inspection and supervision, and do a good job of receiving people.
