This morning (June 16), in Hanoi, the National Assembly Standing Committee chaired and coordinated with the Government to organize a Conference to implement the Legislative Guidelines for the 16th National Assembly term.
Politburo Member, National Assembly Chairman Tran Thanh Man chaired the Conference. Also chairing the Conference was Politburo Member, Standing Vice Chairman of the National Assembly Do Van Chien.
The conference was organized to thoroughly grasp Conclusion No. 17-KL/TW of the Politburo and the basic contents in the Project on Legislative orientation for the 16th National Assembly term.

Speaking at the Conference, Member of the Party Central Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh said that Conclusion No. 17-KL/TW was issued by the Politburo based on the Project on Legislative orientation for the 16th National Assembly term, which was elaborately and comprehensively developed by the National Assembly Party Committee.
The conclusion clearly identified objectives, 9 orientations, 6 tasks, solutions and assigned organizational implementation, assigning specific responsibilities to each agency.
Regarding the objectives, the legislative work of the 16th National Assembly term is not only to create a legal framework for the implementation of socio-economic development tasks in the period 2026 - 2031 but also to gradually build a synchronous, unified, democratic, fair, public, and transparent legal system.
The results of legislative work in this term will directly impact the quality of the country's institutional development, making an important contribution to the successful implementation of the two strategic goals to 2030 and 2045 that our Party has set out.
The Vice Chairman of the National Assembly said that the Conclusion has clearly identified 9 key legislative orientations for the 16th National Assembly term. These are not only orientations for the legislative program of the 16th National Assembly term but also major orientations for perfecting the country's development institutions in the new period.

Overall, these orientations focus on three main key groups of issues. Among them, there is a group focusing on perfecting development institutions, creating momentum for rapid and sustainable growth and improving national competitiveness.
According to the Vice Chairman of the National Assembly, this is an extremely important orientation group for the legislative work of the 16th National Assembly term.
Regarding tasks and solutions, the Vice Chairman of the National Assembly noted 3 more key contents. That is, to continue to fundamentally innovate the thinking of building laws, strongly shifting from administrative management to serving and creating national and social development.
Law-making work must be identified as a "breakthrough of breakthroughs" in perfecting institutions for national development; resolutely abandon the mindset of "if you can't manage, then ban"; shift from pre-inspection thinking to proactively accepting controlled risks.
Law is not only a tool for state management, but must create favorable conditions, reduce compliance costs for people and businesses, promote freedom of business, innovation, and proactively participate in socio-economic development.
Unlock all resources, make institutions and laws a competitive advantage, a solid foundation, and a strong driving force for development; determine that investment in law-making and law enforcement is investment in development.
Building policies and laws must be associated with strict control of power; resolutely prevent and combat corruption, wastefulness, and negativity, and prevent group interests and local interests from occurring in law-making work.
Another key content is to ensure close links between law-making and law enforcement organization. Promote the application of scientific and technological achievements, innovation, especially digital technology and artificial intelligence, into the legislative process, and comprehensively modernize law-making methods.
