Politburo Member, National Assembly Chairman Tran Thanh Man signed and promulgated Resolution No. 284/NQ-UBTVQH16 of the National Assembly Standing Committee on the establishment of the Scientific Council of the National Assembly Standing Committee for the term 2026 - 2031 (Council).
The Council has 27 members. Member of the Party Central Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh is Chairman of the Council; Chairman of the Committee for Science, Technology and Environment Nguyen Thanh Hai is Vice Chairman of the Council and Vice Chairman of the National Assembly Office Nguyen Van Hien is Standing Vice Chairman of the Council.
The Council operates on a part-time basis; the National Assembly Office is the standing body of the Council, responsible for advising, serving and ensuring the operating conditions of the Council.
Also according to the Resolution, the Council has the task of assisting the National Assembly Standing Committee in consulting and advising on orientations, programs, and plans for scientific activities; harmonizing and coordinating in the implementation of scientific tasks in the agencies of the National Assembly and the National Assembly Office.
The Resolution stipulates the specific tasks and powers of the Council. Accordingly, the Council discusses and approves the direction and work program of the Council in the term and annually; gives opinions on the direction of 5-year and annual scientific research in the agencies of the National Assembly and the National Assembly Office.
At the same time, giving opinions on the funding plan, ordering the implementation of annual scientific tasks, and ministerial-level scientific programs in the agencies of the National Assembly and the National Assembly Office.
The Council gives opinions on important, inter-sectoral scientific tasks with a large scope of influence or on other issues as requested by the leaders of the National Assembly, the National Assembly Standing Committee and competent agencies.
Consulting or participating in scientific criticism on theoretical and practical issues serving the activities of the National Assembly and the National Assembly Standing Committee at the request of competent authorities.
The Council proposed recommendations related to mechanisms, policies and solutions to improve the quality and efficiency of scientific activities in the agencies of the National Assembly and the National Assembly Office.
The principles and working regime of the Council are implemented according to the Operating Regulations issued by the Council.
