On February 28, the Ministry of Construction issued a press release on the functions, tasks, powers and organizational structure of the ministry, effective from March 1.
According to Decree No. 33/ND-CP, the Ministry of Construction is responsible for developing mechanisms, policies and solutions for the development of housing types, national target programs with housing support content, public investment programs in housing; organizing and directing the implementation of social housing development programs, national target programs with housing support content.

Develop a national housing development strategy for each period, determine basic targets for housing development in the socio-economic development tasks of each period; organize implementation after being approved by the Prime Minister. Regulate the funding level to develop provincial housing development programs and plans; inspect provincial housing development programs and plans according to regulations.
Issuing a form of contract for the purchase, sale, lease, purchase and lease of social housing, resettlement housing, and public property housing; form of document proving the conditions and beneficiaries of social housing support policies.
Representative owners of public housing, social housing invested with central budget capital; student housing managed by affiliated public educational institutions.
Appraise the content related to housing for housing construction investment projects under the authority of the Prime Minister to decide or approve the investment policy according to the provisions of law.
The Ministry of Construction shall preside over the appraisal of investment policy decisions, investment decisions for public housing construction projects, and projects to purchase commercial housing for public housing under the authority of the Prime Minister to decide on investment policy; give opinions on public housing construction investment projects of the Ministry of National Defense and the Ministry of Public Security.
Issue regulations on management and use of apartment buildings; regulate training and professional development framework programs on management and operation of apartment buildings. Publicly announce the list of units eligible to manage and operate apartment buildings on the Ministry's Electronic Information Portal.
Develop and submit to the Prime Minister to promulgate standards, areas, and norms for equipment and interior of public housing, decide on subjects eligible to use public housing of ministries and branches; appraise or give opinions on the demand for public housing, and plans for developing public housing according to the provisions of law.
Organize the establishment, management, operation, maintenance, renovation, repair and arrangement of public housing rental for cadres of central agencies according to the assignment of the Prime Minister.
Develop and submit to the Government regulations on determining the rental price of public housing; selling price, rental price, rental price of social housing not equal to public investment capital, trade union financial resources; price of social housing, housing of the People's Armed Forces under public assets; method of determining the price of services for managing and operating apartments under public assets.
Regulations on the requirement to build multi-storey houses and multi-apartment houses for individuals.
Check the allocation of land funds and the suitability of land funds for the development of social housing, worker accommodation in industrial parks, housing for the people's armed forces in the planning according to regulations.
Approving or reporting to the Prime Minister the decision to convert housing functions according to the provisions of law.
