15 years attached to "village work, national affairs
At the age of 53, Mr. Pham Van Hoa, Secretary of the Party Cell cum Head of Phu My residential group (Chuong My ward, Hanoi) has nearly 15 years of seniority attached to "village work, national affairs".
Starting to take on the role of Head of the residential group from 2012, in 2019, he continued to be trusted and elected as Secretary of the Party Cell.
For Mr. Hoa, the two jobs he is undertaking in the residential group are both responsibility and blood ties with the people. From mobilizing people to implement a civilized lifestyle, maintaining environmental sanitation, participating in mediating conflicts at the grassroots level to implementing and concretizing the guidelines and policies of the Party and the State, he always maintains a timely presence and sense of responsibility in all activities of the locality.
Doing work at the grassroots level, the phone must always be on 24/24, whenever there is work in the area or people need it, I must be present immediately, regardless of time. Income is called a allowance, but responsibility must always be placed at the highest level" - Mr. Hoa shared.
Currently, the total allowance for both the positions of Secretary and Team Leader that Mr. Hoa receives is about 7.5 million VND/month (each position is 3.744 million VND). For a non-specialized official, this is the main source of income for him to cover his daily life because in addition to social work, he only works in the agricultural economy at home.
For larger expenses such as production investment or raising children to study, his family has to rely entirely on other sources of income and the efforts of family members.
Mr. Hoa said: "I, like other non-specialized officials, always work with dedication, but in reality, life still has many worries. As age increases, health is no longer as before, just relying on this allowance level makes me sometimes feel precarious.
Expecting a legitimate regime
According to the Action Program of the Party Central Committee to implement the Resolution of the 14th Party Congress, the National Assembly Party Committee and the Government Party Committee are assigned to preside over and coordinate with provincial and city Party committees and Party committees directly under the Central Government to arrange public non-business units, schools, educational institutions, medical facilities, and state-owned enterprises in accordance with the direction of the Central Government;
Implement the arrangement of villages and residential groups in communes and wards and non-specialized workers in villages and residential groups in accordance with the requirements in the new situation.
This task is assigned by the Central Government to be implemented in the second quarter of 2026 using budget resources.
Standing at the threshold of streamlining, Mr. Hoa hopes that the Party and State will have appropriate support policies so that those who have contributed for many years at the grassroots level are not "left behind".
Mr. Hoa expressed his wish that the State soon issue appropriate support policies to ensure social security for the contingent of officials after streamlining.
He proposed that there should be a one-time allowance calculated based on the number of years of service to record the process of dedication in the locality. In addition, continuing to support health insurance cards for non-specialized officials after retirement is also an urgent need to reduce the burden of medical expenses in old age.
Mr. Pham Van Hoa's story is also the voice of many grassroots officials across the country.
Currently, the Ministry of Home Affairs is developing a new Decree on the organization and operation of villages and residential groups, and at the same time preparing a nationwide review plan from 2026. The Ministry also proposed that localities temporarily maintain the stability of village and residential group organizations until there are new regulations from the Government.
