7 localities urgently complete provincial-level planning
This content was requested by Politburo Member, Permanent Secretary of the Secretariat Tran Cam Tu at the Q1/2026 working session with provincial and city Party committees, Party committees, Party committees, 4 Offices, and non-business units directly under the Central Government, on April 23.
Concluding the meeting, Standing Secretary of the Secretariat Tran Cam Tu emphasized the requirement to continue to innovate leadership methods, direction and implementation organization; direct and guide levels, sectors, and localities to accelerate the review and improvement of institutions and laws, especially in the fields of economy and investment.
Localities: Cao Bang, Bac Ninh, Quang Ninh, Thanh Hoa, Ha Tinh, Dong Thap, Ho Chi Minh City urgently complete provincial-level planning in the second quarter of 2026, not to affect socio-economic development.
Party building committees and central Party committees need to ensure the progress and quality of 32 projects submitted to the Politburo and 42 projects submitted to the Secretariat.
The Central Organization Committee promptly summarizes one year of operating the 3-level government; proposes solutions to remove difficulties and obstacles to improve the operational efficiency of commune and ward-level governments; urgently complete the arrangement of residential groups, villages, and public non-business units according to regulations.
Decisively handle projects with difficulties, obstacles, and prolonged delays
The Standing Committee of the Secretariat requests the Government Party Committee and Party committees at all levels to direct the promotion of administrative reform and digital transformation; review, amend, and supplement inadequate regulations; difficulties and obstacles at the grassroots level must be considered and handled immediately, without delay; overcome the situation of fragmentation, segmentation, and loopholes in state management in some fields.
It is requested that the Government Party Committee direct the definitive handling of projects with difficulties, obstacles, and prolonged delays in accordance with the Politburo's Conclusion and request the Provincial and City Party Secretaries to directly direct and be responsible to the Central Government for this issue," the Standing Committee of the Secretariat requested.
Another task, according to the Standing Committee of the Secretariat, is to strengthen the work of building a clean and strong Party, maintaining internal solidarity. Strictly implement the conclusions and directions of the General Secretary, the President, the Head of the Steering Committee for Resolution 57 and the Head of the Central Steering Committee for Anti-Corruption, Wastefulness, and Negative Phenomena.
