Government requests not to generate additional unnecessary administrative procedures

The Government requests to ensure that no additional administrative procedures, business conditions, and unnecessary conditional investment and business lines arise.

On August 31, the Government issued Resolution No. 258/NQ-CP on key tasks and solutions to promote administrative procedure reform (TTHC), contributing to promoting double-digit growth in the 2026-2030 period.

The Resolution requests to continue to focus on implementing administrative procedure reform in the 2026-2030 period to achieve the following specific goals:

Ensure that no additional administrative procedures, business conditions, and conditional business lines are generated unnecessarily compared to the results of decentralization, decentralization, reduction, and simplification of administrative procedures, business conditions, and conditional business lines in 11 Resolutions of the Government implementing Conclusion No. 18-KL/TW.

By 2027, 100% of eligible TTHCs will be provided with full online public services; 100% of TTHC resolution results will be digitized and data reused, while ensuring regulations on protecting state secrets.

Not requiring the provision of components of administrative procedure resolution dossiers, but the information in the components of the dossier already has data in databases disclosed by the database management agency, unless specialized laws have other requirements.

By 2030, 100% of essential public services will be received regardless of administrative boundaries nationwide at Public Administrative Service Centers; 100% of public services will be provided proactively when conditions on data and digital infrastructure are ensured.

By 2027, 100% of internal administrative procedures between eligible state administrative agencies will be implemented in an electronic environment.

By 2027, 100% of the reporting regime of eligible enterprises will be implemented electronically; 100% of information, papers, and documents in administrative procedures related to production and business activities will only be provided once to state administrative agencies.

The direction, administration, and evaluation of administrative procedure reform are carried out based on real-time data, associated with the evaluation of the performance of tasks of heads, cadres, civil servants, and public employees.

By 2030, the satisfaction index of people and businesses with the service of state administrative agencies (SIPAS) in resolving administrative procedures will reach at least 95%; 100% of reflections and recommendations from individuals and organizations on administrative regulations will be received, processed and results will be publicized on schedule.

Comprehensively innovate the mechanism for reviewing and simplifying administrative procedures in the direction of relying on data and managing according to the event life cycle of people and businesses.

Digitization, deployment of administrative procedure control completely in the digital environment; ensuring the principle of "people and businesses only provide information once", strengthening data reuse and data-based management, in real time.

The Resolution requires linking administrative procedure reform with power control, preventing and combating corruption and negativity in public service activities and strengthening administrative discipline and order; resolutely eliminating the ask-and-give mechanism, overcoming the situation of avoidance, shirking, localism, and group interests in building and implementing administrative procedures.

Link the results of administrative procedure reform with the evaluation and classification of cadres and civil servants, considering this an important criterion in cadre work.
