On the afternoon of September 30, continuing the program of meeting voters before the 8th Session of the 15th National Assembly, Politburo member and National Assembly Chairman Tran Thanh Man met with voters of Vi Thanh City and Vi Thuy District (Hau Giang Province). Also attending was Permanent Vice President of the Vietnam General Confederation of Labor (VGCL) - Thai Thu Xuong.
At the meeting with voters, the Provincial National Assembly Delegation recorded 16 voters' opinions related to 26 issues.
Voter Nguyen Ngoc Sau (Vi Thanh City) proposed that the National Assembly consider a mechanism for recruiting union officials, in order to attract experienced union officials who have grown up from the grassroots.
Voter Dinh Hoang Nam (Vi Thanh City) proposed that the National Assembly consider and supplement the Trade Union Law with regulations on the time for grassroots trade union officials to participate in trade union activities, in order to create fairness, reasonableness, and suitability and not reduce the rights of trade union officials compared to current regulations, avoiding "leveling" as stipulated in the Labor Code.
“Regarding unemployment insurance, union members and workers hope that the government will provide timely support to businesses that owe or evade unemployment insurance payments, so that workers can enjoy unemployment insurance benefits in accordance with regulations, ensure their lives, and develop new jobs,” said voter Dinh Hoang Nam.
Voter Duong Van Ut Nho (Vi Thuy district) proposed that the National Assembly continue to stipulate a 2% revenue source for trade union funds in the Trade Union Law (amended); at the same time, stipulate strict sanctions for businesses that intentionally do not pay trade union funds.
At the same time, voters also proposed that the National Assembly stipulate that the Vietnam General Confederation of Labor have the right to proactively promulgate standards, norms, spending regimes, decentralize collection, distribution, management and use of trade union finances in accordance with task requirements.
Regarding unemployment insurance, voter Duong Van Ut Nho proposed to include in the law a strict regulation on unemployment insurance contribution rates for employers, to avoid cases where employers take advantage of the regulations and pay lower rates, affecting the rights of employees. At the same time, it is necessary to clearly stipulate special cases for the Government to adjust this contribution rate.
Speaking at the conference, National Assembly Chairman Tran Thanh Man requested the Vietnam Fatherland Front Committee of Hau Giang province to promptly synthesize voters' opinions and recommendations and report to the National Assembly Office and the Central Committee of the Vietnam Fatherland Front to promptly gather opinions under the responsibility of ministries, branches, the Government and the National Assembly before the session.
The National Assembly Chairman emphasized that voters' pressing issues must be addressed and resolved in a reasonable manner, with clear distinction between right and wrong, and complete sincerity.
The National Assembly Chairman stated that voters' specific opinions and recommendations related to a number of draft laws will be submitted to the National Assembly for consideration and approval at the upcoming 8th Session, such as the draft Law on Trade Unions (amended), the draft Law on amending and supplementing a number of articles of the Law on Health Insurance, the draft Law on amending and supplementing a number of articles of the Law on Advertising; at the same time, he stated that voters' valid opinions and recommendations have been taken into account and discussed by National Assembly deputies during the process of giving opinions on these draft laws.
At the meeting with voters, National Assembly Chairman Tran Thanh Man and Permanent Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong presented 100 meaningful gifts to union members and workers in difficult circumstances in Vi Thanh City and Vi Thuy District; National Assembly Chairman Tran Thanh Man mobilized the Joint Stock Commercial Bank for Foreign Trade of Vietnam to donate a rural road project to Vinh Trung Commune, Vi Thuy District, worth 5 billion VND.
