Proposal to award awards to officials and civil servants who have contributed to enterprises
On May 31 in Hanoi, Politburo member and Prime Minister Pham Minh Chinh chaired a seminar with businesses and business associations to effectively implement Resolution 68-NQ/TW of the Politburo on private economic development.
Speaking at the seminar, Mr. Nguyen Van Than - Chairman of the Vietnam Association of Small and Medium Enterprises - proposed that the Government should urgently develop and concretize mechanisms and policies suitable for each group of businesses on a large scale, including small businesses, medium and small enterprises, micro enterprises and especially business households.
These policies need to ensure suitability, feasibility and effectiveness in practice, creating favorable conditions for business groups to develop sustainably.
The Government needs to assign specific tasks to the Vietnam Association of Small and Medium Enterprises, and at the same time clearly orient the role of the Association in participating in coordination with state agencies.
It is necessary to speed up the process of removing barriers to administrative procedures and changing management thinking from banking to creating development, as the Prime Minister emphasized.
In particular, the program to cut and simplify administrative procedures related to production and business activities in 2025 and 2026 needs to set specific goals of cutting unnecessary procedures, ensuring no dependence on administrative boundaries.
"To evaluate the effectiveness objectively, transparently and independently, we propose to establish an independent research unit and report the results, including representatives from state agencies and business associations" - Mr. Than proposed.
Accordingly, it is necessary to focus on supporting small and medium enterprises to access key resources, including: Land and production and business premises; finance and preferential credit; application of science and technology, innovation and digital transformation; training and developing high-quality human resources.
Propose that the Government allow the Association to participate in supervising and reviewing the implementation of policies and legal regulations related to small and medium-sized enterprises and business households.
Therefore, Mr. Nguyen Van Than recommended that the Association be allowed to participate in the Supervisory Board as a member, using efficiency indicators (KPI) to objectively and transparently assess the implementation of policies.
At the same time, it is recommended that the Government allow the Association of Small and Medium Enterprises to organize programs to honor and award awards to cadres, civil servants, public employees, as well as individuals and businesses that have made outstanding contributions to the development of the small and medium-sized business community.
This program will not distinguish between large, small or micro enterprises, and will apply to all cadres, civil servants, and public employees who have made positive contributions. Honoring can be done in many different forms, to encourage dedication and creativity.
Which agency will coordinate the work of inspecting and examining enterprises?

Mr. Nguyen Quoc Hiep - Chairman of the Vietnam Association of Construction Contractors - is interested in the inspection mechanism. Resolution 68 clearly states that enterprises are only inspected once a year if necessary.
However, he said that if the agency coordinating inspection and examination is not specified and clarified, there will still be overlapping inspections of enterprises.
He gave an example of tax authorities, land management agencies, construction management agencies, planning agencies, fire prevention and fighting management agencies, etc., all of which can inspect real estate businesses.
So which agency will coordinate inspection and examination work so that businesses only have to inspect and examine once a year? Here, ministries and branches are all independent of each other, not to mention that local government agencies can also request inspections of enterprises.
"This is an issue that we hope to pay attention to and direct to resolve, helping businesses not get stuck because one inspection takes a lot of time" - Mr. Nguyen Quoc Hiep suggested.
