On March 28, the Government Inspectorate announced that this agency had just announced Inspection Conclusion No. 81/KL-TTCP on the inspection of state management responsibilities for planning and implementing construction planning of the Ministry of Construction.
At the announcement ceremony, Mr. Dinh Dang Lap - Deputy Head of Department I, Head of the inspection team - read the full text of Inspection Conclusion No. 81/KL-TTCP.
According to the Inspection Conclusion, in recent times, the State management of planning and implementation of construction planning of the Ministry of Construction has had positive changes, gradually improving the quality of planning, linking planning speed and types of planning; advising and promulgating many legal documents on construction planning; contributing to the development of appraisal content for planning components in the field of construction planning in the planning area.
However, through reviewing some contents of state management of planning and implementation of construction planning, it was found that there were still some shortcomings, weaknesses and limitations.
Thereby, the Government Inspectorate recommended that the Prime Minister direct the Ministry of Construction to organize a meeting and review to clarify the responsibility of relevant collectives and individuals under the Ministry in allowing the existence, limitations and shortcomings in performing the function of state management of planning and implementing construction planning as stated in the Inspection Conclusion.
At the same time, the People's Committees of the provinces and cities: Ha Giang, Bac Ninh, Thai Nguyen, Khanh Hoa, Ba Ria - Vung Tau, Thanh Hoa, Nghe An, Quang Binh and Ho Chi Minh City, according to their authority, direct the review and handling of responsibilities for individuals and units related to the existence, limitations and shortcomings.
Speaking at the conclusion of the announcement of the Inspection Conclusion, Director of Department I Hoang Hung said that right during the inspection process, the Ministry of Construction had accepted and remedied a number of contents.
The Director of Department I emphasized that the Ministry of Construction has advised the Government to submit to the National Assembly for promulgation the Law on Urban and Rural Planning, and has overcome 11 shortcomings and limitations as stated in the Inspection Conclusion. This demonstrates the openness of the leaders of the Ministry of Construction as well as related units.
Mr. Hoang Hung also suggested that the Ministry of Construction have a plan to implement the Inspection Conclusion. In particular, it is necessary to assign the unit to preside over, advise, coordinate, implementation time, and implementation progress. At the same time, send this Plan to the Government Inspectorate for easy monitoring and evaluation of the implementation of the Ministry's Inspection Conclusion.
In addition, the Director of Department I requested the Ministry of Construction to report on the implementation of the Inspection Conclusion in the third quarter of 2025.
