Quang Nam voters propose to speed up the implementation of the National Highway 14E upgrade project. Consider adjusting the paving design of an additional layer of asphalt concrete for National Highway 14E to ensure stability in serving the demand for goods transportation, connecting Nam Giang International Border Gate with seaports in the area. Currently, only one layer of asphalt will easily damage when the traffic volume, especially heavy trucks, tends to increase.
Voters also proposed that the Ministry of Construction soon approve the investment policy for a service road on both sides of the railway overpass (through Binh Quy commune, Thang Binh district) from 3.5 m to 5.5 m and other infrastructure in this area, such as electricity and trees.
Regarding the content of the voters' petition, the Ministry of Construction responded as follows:
Regarding speeding up the implementation of the project to upgrade National Highway 14E.
The project to renovate and upgrade National Highway 14E, section km15+270 - km89+700 of Quang Nam province, was approved by the Ministry of Transport (now the Ministry of Construction) in Decision No. 1070/QD-BGTVT dated August 4, 2022 and assigned the Vietnam Road Administration as the investor, Project Management Board 4 to organize the project management.
During the implementation process, the Ministry of Construction has organized on-site inspections, urged investors and contractors to coordinate with localities to carry out compensation, support and resettlement (GPMB).
Units focus on human resources, equipment, and financial resources to speed up construction progress, complete each item, especially bridges, culverts, and sections of the route that have sufficient site clearance to implement, ensuring the completion of the project on schedule.
However, recently, Quang Nam is in the rainy season, and the work of site clearance and relocation of unfinished technical infrastructure works has affected the project implementation progress.
To speed up the progress, the Ministry of Construction requested the National Assembly Delegation of Quang Nam province to give its opinion to the People's Committee of Quang Nam province to direct departments, branches, local authorities and relevant agencies and units to complete the site clearance work in March 2025 to soon hand over the entire site to the project.
The Ministry of Construction will direct the Vietnam Road Administration and Project Management Board 4 to coordinate with localities in the process of carrying out site clearance for the remaining locations and sections. Units speed up the construction progress to complete the project soon, put the project into operation, use, and promote investment efficiency.
Regarding the consideration of adjusting the design for paving an additional layer of asphalt concrete for National Highway 14E, the Ministry of Construction said that it has directed relevant units to re-evaluate vehicle counting data, vehicle axle loads (survey time, vehicle line components, especially vehicles for construction...) as a basis for calculating and considering the need to add road surface structure.
Up to now, the Vietnam Road Administration and related units have reviewed data, calculated and proposed the structure of the road surface including 2 layers of asphalt concrete as recommended by the locality.
Based on the report, proposal of the Investor and the opinions of the consulting agencies, the Ministry of Construction will consider and decide on an appropriate investment plan, ensuring compliance with regulations, procedures for investment, ensuring economic - technical and ensuring the overall progress of the project.
Regarding the investment in a service road on both sides of the railway overpass from 3.5m to 5.5m, the Ministry of Construction said that investing in a service road with a scale of 5.5m as proposed by voters to meet the travel needs of people in the future is necessary.
The Ministry of Construction agreed with the voters' recommendations. Currently, the Vietnam Road Administration, Project Management Board 4 and design consultants have researched, adjusted the design and balanced capital sources to implement additional adjustment items.
However, to ensure progress, the Ministry requested the National Assembly Delegation of Quang Nam province to give opinions to the People's Committee of Quang Nam province and localities to continue implementing site clearance work according to the approved scale (3.5m) and complete in March 2025, the expansion of the service road (including site clearance work) will be organized and implemented during the construction of the railway overpass.
Regarding investment in green trees and lighting systems. These are items not included in the project's investment portfolio.
According to the report of the Vietnam Road Administration in document No. 739/CDBVN-TCHC dated February 11, 2025, localities are currently investing in lighting systems along National Highway 14E.
Therefore, the Ministry of Construction requested the National Assembly Delegation of Quang Nam province to give its opinion to the People's Committee of Quang Nam province to organize research on investing in a green tree and lighting system using local capital.
