On December 9, Ca Mau province held a meeting with members of the Provincial People's Committee to approve a plan to reorganize and streamline the organization of the Ca Mau provincial government.
According to the plan, Ca Mau province will merge the Department of Transport and the Department of Construction; the Department of Finance and the Department of Planning and Investment; the Department of Information and Communications and the Department of Science and Technology; the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development. The Department of Labor, War Invalids and Social Affairs will merge with the Department of Home Affairs and transfer some functions and tasks to the Department of Education and Training, the Department of Health, and the Ethnic Minorities Committee. At the same time, the state management function on administrative reform will be transferred from the Provincial People's Committee Office.
The Department of Health will take over the state management function of social protection, children, and prevention and control of social evils from the Department of Labor, War Invalids and Social Affairs; take over some tasks of the Department of Health Care and Protection of Cadres (when this Department ends its operation). The Department of Education and Training will take over the state management function of vocational education from the Department of Labor, War Invalids and Social Affairs.
The Ethnic Committee takes over the state management function of beliefs and religions from the Department of Home Affairs; takes over the state management task of poverty reduction from the Department of Labor, War Invalids and Social Affairs. End the operation of the Administrative Reform Department, transfer the administrative reform task to the Department of Home Affairs; transfer the task of controlling administrative procedures to the Department of Home Affairs (Office of the Provincial People's Committee). Review and arrange the specialized departments under the Office of the Provincial People's Committee.
At the meeting, members of the Provincial People's Committee agreed with the plan to reorganize and streamline the provincial government apparatus. Chairman of the People's Committee of Ca Mau province Pham Thanh Ngai emphasized: This is a major policy of the Party and State in streamlining and rearranging the state apparatus from the central to local levels. Provincial departments and branches must do a good job of propaganda to create consensus in the thoughts and actions of the staff, civil servants and public employees so that after the rearrangement, operations will be effective. Merged departments and branches must establish a team to implement the merger project appropriately when consolidating. Propose that the Standing Committee of the Provincial Party Committee consider merging the Radio and Television Station and Ca Mau Newspaper; assign the Office of the Provincial People's Committee to arrange the Electronic Information Portal according to its functions and tasks. Each agency reviews the steering committees that the units act as standing agencies to report to the Provincial People's Committee for consideration of dissolution; departments and branches coordinate with the Department of Home Affairs to review project management boards under the Provincial People's Committee and specific associations.
