Proposal to soon issue regulations on criteria for arranging villages and residential groups

The Ministry of Home Affairs received a proposal to issue regulations on criteria and procedures for arranging villages and residential groups for localities to organize implementation.

The Ministry of Home Affairs has received a proposal from the Department of Home Affairs of Dong Thap province after reorganizing the apparatus, administrative units and the 2-level local government organization model in the province.

Accordingly, the Department of Home Affairs of Dong Thap province requested the Ministry of Home Affairs to promptly complete and amend legal documents and instructions related to the organization of the apparatus and policies for cadres and civil servants after the reorganization such as:

Training program for commune-level cadres and civil servants for localities to implement, contributing to improving the capacity of commune-level cadres and civil servants to meet the requirements of tasks in the new situation;

In particular, issue regulations on criteria and procedures for arranging villages and residential groups (called hamlets, quarters/quarters in Dong Thap) for localities to organize implementation, contributing to improving the quality of activities of self-managed organizations of the residential community in the area;

Guidelines on the work of revising or re-establishing administrative boundary records for new communes and wards after the arrangement so that localities can organize implementation in accordance with the current situation of administrative boundaries and soon have documents guiding the development of a Plan to reorganize the State's Historical archives at the provincial level;

Instructions for the List of documents identification codes, records and document symbols of agencies and organizations formed after the reorganization of the apparatus; Project on management and professional handling of documents of agencies and organizations before the reorganization of the apparatus;

Issue specific instructions on criteria, norms for organizing the apparatus, number of deputy positions and job positions after the merger.

In addition, the Department also proposed that the Central Government consider amending and supplementing Decree No. 73/2023/ND-CP dated September 29, 2023 of the Government on encouraging and protecting dynamic and creative cadres who dare to think, dare to do, dare to take responsibility for the common good, in the direction of expanding, encouraging cadres in the period of the organizational revolution to carry out work to ensure the best service of the government apparatus for people and businesses while still ensuring the common interests of society.

Increase investment in information technology infrastructure, especially the synchronous management software system from the central to local levels of the Home Affairs sector.

There is a financial support mechanism for localities to reorganize administrative units, serve propaganda work, train staff and renovate working headquarters.

Organize a seminar and in-depth training on state management skills in new organizational conditions to improve the capacity of cadres and civil servants.
