In the discussion, the Department of Home Affairs of Dong Nai province proposed and recommended a number of contents to the Ministry of Home Affairs, central agencies and key tasks of the province in the coming period.
Accordingly, practice in Dong Nai shows that current regulations do not fully cover specific situations, some guidelines are not specific or there are overlaps in guiding between sectors and fields.
Therefore, the Department has proposed that the Ministry of Home Affairs preside over and coordinate with relevant ministries and branches to study and submit to the Government for consideration the issuance of a framework Decree or specialized guiding documents for localities to implement large-scale and complex administrative unit arrangement such as provincial consolidation and removal of one administrative level, in which it is necessary to specify in detail and clearly:
Mechanism and process for handing over, receiving, and handling public assets, finances, debts, records, and archival documents in a synchronous and unified manner when a government level is dissolved;
In particular, the Department proposes to soon have a specific process and set of criteria for the arrangement, assignment, and appointment of leaders and managers of merged and consolidated agencies and units to ensure objectivity, fairness, and the selection of the most suitable people.
Regarding the authority of agencies and units, there is still overlap in issuing regulations and instructions from all levels and sectors, leading to difficulties in the process of operating the new apparatus.
Issuing specific financial mechanisms: The arrangement of large-scale administrative units creates a significant financial burden for localities. Propose that the Central Government study and issue a targeted budget support mechanism for localities to pioneer implementation.
In addition, the Department of Home Affairs of Dong Nai province proposes to have specific regulations and detailed instructions on document and archive work; procedures for managing arrival documents, departure documents, electronic documents... in accordance with the operation of the 2-level government model after the reorganization.
The Department also hopes that the Ministry of Home Affairs will soon organize conferences and seminars to scientifically summarize and evaluate the good models and practices of localities across the country, including the experiences of Dong Nai province.
