Allowances for village heads and residential group leaders when the basic salary has not been increased

The allowance for village heads and residential group heads this year can still be calculated according to the basic salary of 2.34 million VND.

Information related to the regime and policies of village heads and heads of residential groups has received much attention from the people. In which, the allowance regime for part-time workers in communes, villages and residential groups is linked to the basic salary.

The monthly allowance for village heads and residential group heads from 2025 is currently calculated according to the contract level in Decree 33/2023/ND-CP.

According to Decree 33/2023/ND-CP of the Government, part-time workers in the village will receive monthly allowances.

However, this allowance only applies to no more than 3 positions including Party cell secretary, village chief, head of residential group group, Head of the Front Working Committee.

Accordingly, villages with 350 or more households; residential groups with 500 or more households; villages and residential groups under key commune-level administrative units with complicated security and order issues according to the decision of competent authorities; villages and residential groups under commune-level administrative units in border and island areas are allocated a fixed fund equal to 6 times the basic salary.

In case a village has 350 or more households converted into residential groups due to the establishment of a commune-level urban administrative unit, the allowance fund contract will be kept at 6 times the basic salary, equivalent to 14.04 million VND/month.

For villages and residential groups not subject to the regulation, the allowance fund is equal to 4.5 times the basic salary, equivalent to 10.53 million VND/month.

In case a non-professional worker at the commune level, in a village or residential group concurrently performs the duties of another non-professional worker at the commune level, in a village or residential group, he/she shall receive a concurrent allowance equal to 100% of the allowance prescribed for the concurrent position.

The above contract fee will be calculated for no more than 3 positions. The specific benefit level for each position will be based on: Allowance fund allocated to each village and residential group; budget funding for salary reform; specific situation of each village.

Through that, the People's Committee submitted to the Provincial People's Council to regulate the allowance level for each non-professional position at the village level, including the village chief and the head of the residential group.

Regarding the increase in the basic salary in 2025, in a recent response to people's petitions on the Electronic Information Portal, the Ministry of Home Affairs said that 2025, is the last year to implement the socio-economic development plan and the 5-year financial plan 2021 - 2025.

However, in the context of many fluctuations in the domestic and international socio-economy, state budget collection is expected to face many difficulties.

"Therefore, in 2025, there is no basis to consider continuing to adjust salaries for cadres, civil servants, public employees and other policies" - the Ministry of Home Affairs informed.

This means that the basic salary will remain at the current level of 2.34 million VND/month, according to Decree 73/2024/ND-CP.
