On May 26, Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc - Head of the State Steering Committee for important national programs, projects, and key energy sector projects (Steering Committee) chaired a meeting to listen to reports on the implementation situation and solutions to implement the Adjustment of the National Power Development Plan for the period 2021-2030, vision to 2050 and the implementation situation of important national projects and key energy sector projects.
At the meeting, the Standing Deputy Prime Minister said that it is necessary to frankly recognize the shortcomings, limitations, and inadequacies in the implementation of Power Plan VIII such as: Many key projects are behind schedule for a long time, site clearance work is still problematic, investment procedures are still cumbersome, coordination between ministries, sectors, and localities is not close, and the situation of avoidance and shirking responsibility still occurs.
We must not be slow, if necessary, there must be a special mechanism, simplifying administrative procedures to deploy energy projects early, quickly, and ahead of schedule, especially key projects," said the Standing Deputy Prime Minister.
Regarding the review, update, and adjustment of Power Plan VIII, the Standing Deputy Prime Minister requested the Ministry of Industry and Trade to coordinate with ministries, branches, and localities to urgently review power sources in the national power development plan in the direction of removing them from the list of projects that cannot be completed in the 2026-2030 period to adjust and supplement other feasible alternative power sources, suitable to reality, especially base power sources.
Including considering the development of rational-scale coal-fired power plants with a roadmap for recovering and treating emissions in accordance with the policy in Conclusion No. 18-KL/TW. If necessary, implement an emergency mechanism according to the 2024 Electricity Law.
Resolutely handle investors of power projects that do not ensure progress as committed, according to planning; clearly stipulate the specific responsibilities of ministries, agencies, and localities related to promoting the implementation of projects.
In which, the Ministry of Industry and Trade is ultimately responsible to the Prime Minister for implementing the national power development plan to meet the requirements of socio-economic growth.

The Ministry of Industry and Trade reviews and updates the entire national electricity supply and demand scenario, especially the 2026-2030 period, based on the actual progress of power source projects; develops power shortage scenarios, ensures continuous safe power supply, establishes a periodic mechanism to serve flexible operation; clearly assigns focal points responsible for summarizing and early warning of power shortage risks.
Urge the People's Committees of provinces/cities to have resolute solutions to handle investors of projects that do not ensure progress according to the plan, not to affect ensuring power supply.
Focus on removing and promoting power source projects applying the emergency implementation mechanism according to the 2024 Electricity Law on identifying the list of urgent power source and grid projects; immediately remove difficulties related to LNG gas power projects, and definitively handle key projects.
