Planning the development of low-altitude economic space, towards high-altitude space and space; planning underground space, to underground electricity, water, telecommunications, transportation infrastructure, especially subways... ; reviewing industries and fields, optimizing the exploitation of ground space, especially the Southern region, Xuan Mai, Ba Vi, Son Tay, Soc Son...
Planning 9 new growth poles (urban areas), urban reconstruction; development orientation of the central area of West Lake must be associated with re-arrangement of population to ensure harmony and meet the load-bearing capacity of technical infrastructure and social infrastructure; pay attention to designing a space directly connected between 9 new centrifugal growth poles to ensure modernity, large openness, long-term vision, especially connecting spatial development with both banks of the Red River.
Planning the development of a security, safe, and solid Capital taking into account the elements of electronic warfare, high-tech warfare, especially the area of the special administrative - political center Ba Dinh;
Assessing the potential and competitive advantages of proposing a second airport with Hanoi's neighboring airports, researching airport economic development must be linked to the development of free trade zones and logistics services to ensure modernity, suitability, and efficiency;
Connecting the ecosystem between the Capital in linking with localities in the region, especially socio-economic, cultural, sharing and supporting each other in technical infrastructure, environment, waste, cemeteries,... ; in accordance with the Red River Delta region adjustment plan and the Midlands and Northern mountainous region adjustment plan.
Promoting and developing the effectiveness of modern, smart inter-regional multimodal transport and synchronous connection between 9 growth poles, 9 major centers to overcome traffic congestion problems.
Ensuring disaster prevention and control, adapting to climate change; treating the Red River water, water resource protection techniques, restoring and revitalizing green rivers; thoroughly solving environmental problems, flooding, traffic congestion... ; it is necessary to strictly ensure land use indicators, especially the proportion of green trees in the core area, urban center suitable, complying with green development and digital development standards,...
Restoring, preserving, and promoting Hanoi's cultural traditions and identity, the Old Quarter, and historical and cultural relics; planning development space and taking the lead in developing cultural industry and entertainment industry; proactively linking regions in cultural tourism, creating valuable cultural and tourism product chains;
Strict and sustainable urban governance; smart urban management according to approved plans, minimizing arbitrary planning adjustments leading to the overall breakdown of long-term vision planning, in which special attention should be paid to specific measures to control and protect ecological zones, green corridors, and green edges at beltways, gateways, and borders of the central area;
It is necessary to diversify in mobilizing resources from people, businesses, society and optimize state resources, promote public-private partnerships, build policies to mobilize resources such as: public-private partnership forms, policies for the TOD model, bond issuance, and building funds such as the Social Housing Fund.
