On the afternoon of June 23, the National Assembly Standing Committee closed the 3rd Session after completing the entire proposed program.
At this meeting, the National Assembly Standing Committee considered and approved 1 Ordinance, 5 Resolutions and gave opinions on 2 contents under its authority.
Speaking at the closing of the meeting, Politburo Member, National Assembly Chairman Tran Thanh Man requested agencies to continue to closely coordinate, urgently receive and complete draft ordinances and resolutions to submit to the National Assembly Chairman for signing and promulgation according to regulations.
The National Assembly Chairwoman said that competent authorities have agreed in principle to organize the Extraordinary Session, expected to open in August 2026.
The preparation time for the Extraordinary Session is very tight (only more than 1 month left) while the Government is proposing up to 20 contents (including 17 draft laws, legal normative resolutions and 3 other important contents).
Therefore, the submitting agencies and agencies of the National Assembly must accelerate the progress, proactively coordinate to complete the submission to the National Assembly Standing Committee for comments before July 20, 2026.
For the second session of the 16th National Assembly, it is expected to pass about 30 draft laws and 2 legal normative resolutions (not including projects that the Government is proposing to supplement but are not yet included in the 2026 Legislative Program).
The National Assembly Chairwoman requested agencies to improve discipline and order; absolutely do not propose postponing, withdrawing or adjusting the progress of contents already in the program, especially contents submitted at the Extraordinary Session.
National Assembly agencies must well perform the role of "gatekeeper" in legislative work, must clearly express their opinions and viewpoints on ensuring the conditions for submission of each content under their agency's supervision when participating in giving opinions on the draft program of the National Assembly session and the session of the National Assembly Standing Committee.
Resolutely propose to remove from the program contents that do not ensure progress, quality, or incomplete dossiers as prescribed.
It is proposed that agencies focus on completing the issuance of documents detailing and guiding the implementation of laws and resolutions that have been approved by the National Assembly at previous sessions.
End the situation where laws have taken effect but guiding documents are issued slowly or lack synchronization, affecting the effectiveness and efficiency of policy implementation" - National Assembly Chairman stated clearly.
The National Assembly Chairman requested the agencies of the National Assembly, the Government and relevant agencies to closely follow the program, closely coordinate to implement it drastically and effectively; do whatever work is done, do not let work be backlog, prolonged, affecting the common task.
