On May 29, in Hanoi, Member of the Party Central Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh chaired a meeting on the implementation of the 2026 Legislative Program.
Presenting the Report on the implementation of the Legislative Program until the end of 2026, Chairman of the Law and Justice Committee Phan Chi Hieu said that due to the very large volume of legislative tasks of the 2nd Session, the Standing Committee of the Law and Justice Committee proposed that the National Assembly Standing Committee (NASC) and the Government consider the possibility of organizing an additional non-scheduled session before the 2nd Session or extending the program of the 2nd Session to have more time to perform legislative tasks.
Accordingly, Mr. Phan Chi Hieu proposed 2 options. In which, option 1: Organize an extraordinary meeting to consider and approve a number of draft laws and resolutions in advance to reduce the workload for the 2nd Meeting, reduce the workload focusing heavily on the drafting agency and the appraisal agency, contributing to improving the quality of documents being considered and approved.
Option 2: Extend the program of the 2nd Session in the direction of organizing earlier, possibly from the beginning of October 2026 and still maintain the form of organizing in 2 meeting sessions so that agencies have time to receive and revise projects.
Through discussion, representatives of some ministries and sectors basically agreed with the assessment that the volume of legislative work in the last months of 2026 is very large, requiring a suitable implementation plan, ensuring both meeting the requirements of progress and maintaining the quality of draft laws and resolutions submitted to the National Assembly for consideration and approval.
Opinions suggest that the study of organizing an additional non-scheduled session before the 2nd Session is necessary, especially for projects that have been directed by competent authorities; projects serving the requirements of removing difficulties and obstacles in institutions, reducing administrative procedures, business conditions, promoting socio-economic development (SOC); as well as projects related to organizational structure arrangement, decentralization, and delegation of power.

Concluding the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh clearly stated that the agencies all agreed to propose to the National Assembly Standing Committee and the Government to report to competent authorities to consider holding an extraordinary session of the National Assembly (expected at the end of July or early August 2026, lasting about 20-25 days) for the National Assembly to consider and pass a number of draft laws and resolutions to reduce the burden on the year-end session.
Agencies also agreed to propose to the Government and the National Assembly Standing Committee to submit to the National Assembly for consideration and approval a number of urgent issues on socio-economic issues that are not legal at the non-scheduled session to promptly direct and institutionalize a number of conclusions and resolutions of the Central Government as well as the ideology of innovation and promotion of double-digit growth of agencies.
Vice Chairman of the National Assembly Nguyen Khac Dinh requested the Government, ministries, branches and relevant agencies to urgently accelerate the preparation progress, strengthen coordination and clearly define the priority order of draft laws and resolutions to be submitted to the National Assembly.
This is to promptly remove difficulties and obstacles, create motivation for the goal of double-digit growth, promote decentralization and delegation of power, implement two-level government and reform administrative procedures; thereby proactively proposing a list of specific documents to be included in the Extraordinary Session Program.
