On February 23, in Hanoi, Politburo Member, National Assembly Chairman Tran Thanh Man attended the spring meeting of full-time National Assembly deputies at the Central level, officials and employees of the National Assembly.
Here, National Assembly Chairman Tran Thanh Man emphasized the requirement to prepare early and remotely for the First Session of the 16th National Assembly, ensuring thoughtfulness, science, and efficiency.
On the same day, at the February 2026 National Assembly leadership meeting, the National Assembly Chairman also requested to urgently and proactively prepare for the First Session of the 16th National Assembly.
The National Assembly Chairwoman stated clearly that this is a session that has the meaning of opening the term, deciding many important contents on organizational structure, personnel, legislative program, and supervision program.
Therefore, the Secretary General of the National Assembly and the Committees closely coordinate to develop a reasonable and scientific Session program; coordinate with the Office of the National Assembly Party Committee to advise on meetings between the National Assembly Party Committee and the Government Party Committee.
The National Assembly Chairwoman also requested the Committee for Delegate Affairs to closely coordinate with personnel advisory agencies, carefully prepare ballots, operating scenarios... The National Assembly Office should soon complete the expected program, list of documents, and ensure logistics, technical, information, and communication work.
National Assembly agencies proactively verify, coordinate to receive and revise draft laws and resolutions; fully prepare reports on socio-economics, finance, state budget, and special mechanisms.
Previously, at the end of December 2025, the National Assembly Standing Committee conducted a summary of the 10th session, 15th National Assembly and gave initial opinions on the preparation for the 1st session, 16th National Assembly.
Presenting a report at the session, Secretary General of the National Assembly, Chairman of the National Assembly Office Le Quang Manh said that the first session of the new National Assembly is expected to open on the morning of April 6, 2026, including 2 sessions.
Phase 1 (from April 6-22, 2026): Focus on arranging and conducting organizational and personnel work (about the first 9 days of the Session as usual); then, the National Assembly listens to presentations and discussions at the Group, Hall for a number of draft laws, as a basis for agencies to revise and complete in the time between the 2 sessions.
Phase 2 (from May 11-21, 2026), mainly arranging for the National Assembly to consider and discuss contents on socio-economics, state budget, Supervision Program; voting to pass laws and resolutions.
In about 22 working days, the 16th National Assembly is expected to consider 3 groups of contents:
Content group 1: Speeches of Party leaders; reports of the National Election Council; organizational and personnel work.
It is expected that the General Secretary of the Party Central Committee will speak.
The National Election Council reports on: the summary results of the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term; the results of confirming the status of National Assembly deputies of the 16th term.
In particular, the National Assembly will consider and decide on organizational and personnel work.
Content group 2: On legislative work. According to the 2026 legislative agenda, at the first session, the National Assembly will consider and approve 13 draft laws.
Content group 3: On socio-economic issues, state budget, supervision and other important issues.
