Expectations to increase autonomy, solve difficulties in press economics

According to the program of the 10th Session, tomorrow (November 24), the National Assembly will discuss in the hall the draft Press Law (amended).

In this amendment to the Press Law, the Government has proposed 4 major groups of policies: First is to strengthen the management of press activities; Second is to improve the quality of journalists; Third is to develop the press economy; Fourth is to regulate press activities in cyberspace. In particular, there are many new points focusing on the issue of developing the press economy.

The draft Law on Press (amended) supplements regulations on new revenue sources for press agencies, including: Revenue from selling rights to view press works; Revenue from allowing the exploitation and use of press works; Revenue from linkages in press activities; Revenue from providing public career services assigned by competent state agencies, ordering, bidding; Revenue from people who need to publish scientific research articles to have funding to criticize, improve, and improve the quality of articles.

National Assembly Delegate (NAD) Nguyen Thi Mai Thoa (Hai Phong delegation) said that the new regulations on revenue sources are expected to help press agencies increase autonomy, solving difficulties in the press economy.

Accordingly, regulations on assigning tasks and placing orders by the State for press agencies for political tasks assigned by the State, especially in important and necessary areas such as culture, foreign affairs, national defense, security and areas with difficult socio-economic development conditions.

The second content is the law allowing press agencies to cooperate and link with organizations and individuals to register their activities in appropriate fields.

"With these regulations, it is hoped that in the coming time, the autonomy of press agencies will be increased. At the same time, the press economic difficulties of press agencies will be solved" - delegate Thoa expressed his opinion.

Another issue that National Assembly deputies are interested in is the issuance of press cards. Delegate Ta Thi Yen (Dien Bien delegation) said that the draft Law stipulates that people who are granted a card for the first time must have worked continuously at a press agency for two years or more up to the time of card issuance and have passed a professional training course and professional ethics training course organized by the Ministry of Culture, Sports and Tourism in coordination with the Vietnam Journalists Association.

The delegate said that this regulation aims to improve the quality of journalists. However, from the perspective of administrative procedure reform and cutting "sub-licenses", this regulation is not in line with the general policy of the Government.

At the same time, if additional requirements are added to the training course for professional skills and professional ethics, a new administrative procedure will arise, increasing costs, time and burden for journalists.

Therefore, delegate Ta Thi Yen suggested that the drafting agency study and consider not requiring reporters and editors to participate in training classes to be granted cards.

On the day (November 24), the National Assembly also discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Intellectual Property.
